Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. November 12, 2019 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Lynn Reece, Steve Yokeley and Mark Swaim. Councilwoman Cindy Johnson was absent. The Town Attorney, Jay Wagner was present along with the Town Clerk, Donna Alwine. After an invocation by Mayor Pro Tempore Zane Hedgecock, Councilman Mark Swaim led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Councilman Mark Swaim made a motion to approve the agenda as presented, Councilman Lynn Reece seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  October 8, 2019 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Steve Yokeley and Mayor Pro Tempore Zane Hedgecock. PUBLIC SESSION 1. No Speakers. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Mayor Todd recognized Don Jackson with a plaque of appreciation from the town council for many years of dedicated service to the town. Mayor Todd also expressed appreciation to the new town accountant that took over for Mr. Jackson, Mr. Joe Wright, CPA. 2. Eddie Carrick, CPA presented the year ending June 30, 2019 approved financial audit of the town’s finances. He began by expressing his thanks to the Mayor and the board for the opportunity to serve the town. He is always available to answer any questions or concerns at any time. The town received a clean opinion. Pages 3-9 is a good place to point out details for the audit. 3. Pat Ivey with NC Department of Transportation Division 9 presented a proposal for a Hwy 109 project in efforts to improve the existing highway 109. This project proposal submission is only to see how well the possible project might score with the MPO. After his presentation and questions from the board, Mayor Pro Tempore Zane Hedgecock moved to accept a resolution in favor for the possible project to be submitted to the MPO for scoring only at this time. Councilman Lynn Reece seconded. The motion passed unanimously with a 4 to 0 vote. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – October 31, 2019 Mark Swaim gave a brief update on the finances of the Town: CASH $ 2,367,062.10 CAPITAL FUND-First National $ 655,807.69 MONEY MARKET-Capital Bank $ 249,461.70 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 3,437,118.63 2. Wall Home Update. Councilman Mark Swaim advised that there has been meetings held with all parties involved working on the Wall Home project – progress is moving along smoothly 3. Town Hall Park Construction. Councilman Steve Yokeley reported that the park is very close to completion with just a few touch up’s left to finish. The irrigation is 75% completed. Prepared to lay the grass and sod. The security is 75% complete. 4. MPO – High Point - Councilman Lynn Reece – attended the 10/22/19 meeting held in Winston Salem at the Department of Transportation Division 9 office. They were taken on a tour of the I-40 project. There was nothing mention in regards to the Town of Wallburg. 5. MPO – Per Mayor Todd there was no meeting held in October OTHER INFORMATION: At 8:07 P.M., Councilman Steve Yokeley moved to adjourn, seconded by Councilman Lynn Reece, with the motion being approved unanimously.
