PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro
Tempore Zane Hedgecock, Council Members, Lynn Reece, Steve Yokeley and Councilwoman Cindy
Johnson. The Town Attorney, Jay Wagner was present along with the Town Clerk, Donna Alwine.
Councilman Mark Swaim was absent.
After an invocation by Councilman Lynn Reece, Councilman Steve Yokeley led the pledge of allegiance.
MOTION FOR APPROVAL OF AGENDA
Councilman Lynn Reece made a motion to approve the agenda as presented, Councilwoman Cindy
Johnson seconded, and the motion passed unanimously.
MOTION FOR APPROVAL OF DRAFT MINUTES
September 10, 2019 Regular Meeting Minutes
MINUTES for the above meeting were unanimously approved on motion by Councilman Lynn Reece
and Councilman Steve Yokeley.
PUBLIC SESSION
1. No Speakers.
BUSINESS TO BE DISCUSSED AND/OR ACTED UPON:
1. Recognition of park flower garden volunteers were introduced by Don Dix and Mayor Allen
Todd thanked each one and presented a certificate of appreciation to each.

1. Finance Update – September 30, 2019
Mayor Allen Todd gave a brief update on the finances of the Town:
CASH $ 2,634,067.10
CAPITAL FUND-First National $ 655,390.22
MONEY MARKET-Capital Bank $ 249,461.70
TAXES RECEIVABLE $ 7,862.84
DUE FROM OTHER GOVTS. $ 156,924.30
TOTAL: $ 3,703,706.16
2. Wall Home Update. Councilwoman Cindy Johnson advised that there was a meeting held
9/27/2019 with all parties involved for the home renovation. It was a positive organizational
meeting and looking forward to moving ahead on the Wall Home project.
3. Town Hall Park Construction. Councilman Steve Yokeley reported that the park is 95
percent complete. Awaiting the contractor for final grading when Energy United has power
completed. Looking to put in irrigation and sod next week. Remaining outdoor furniture on
order.
4. MPO – High Point - Councilman Lynn Reece – attended the 9/24/2019 meeting held. There
was nothing mention in regards to the Town of Wallburg.
5. MPO - Winston-Salem- Mayor Todd unable to attend the recently held MPO Meeting.
OTHER INFORMATION:
Mayor Pro Tempore Hedgecock updated that the State Fair begins next Thursday. There will be
the tallest Ferris wheel on the east coast. Looking for a great time there.
At 7:29 P.M., Councilman Steve Yokeley moved to adjourn, seconded by Councilman Lynn Reece, with
the motion being approved unanimously.
