Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. September 10, 2019 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Mark Swaim, Lynn Reece, Steve Yokeley and Councilwoman Cindy Johnson. The Town Attorney, Jay Wagner was present along with the Town Clerk, Donna Alwine. After an invocation by Councilman Steve Yokeley, Mayor Pro Tempore Zane Hedgecock led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Councilman Lynn Reece made a motion to approve the agenda as presented, Councilwoman Cindy Johnson seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF reDRAFT MINUTES  August 13, 2019 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Steve Yokeley and Councilman Mark Swaim. PUBLIC SESSION 1. No Speakers. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Public Hearing – Proposed re-zoning application from Dr. Jennifer Harris. Lee Crook, Davidson County Planning and Zoning spoke in regards to this application and brought forth the Town of Wallburg Planning Board’s recommendation from the monthly meeting. It was unanimous in favor of the re-zoning proposed. At 7:08 P.M Councilman Steve Yokeley motioned to open the public hearing. Councilman Lynn Reece seconded; the motion carried. There were no comments made during the open public hearing. At 7:09 P.M. Councilman Steve Yokeley motioned to close the public hearing, seconded by Councilwoman Cindy Johnson. The motion carried unanimously to close the public hearing. Ordinance #19-003 to rezone property Abbotts Creek Township Tax Map 4, Part of Lot 14, containing +/- .40 acres from RA-3 Rural Agricultural to RC Rural Commercial. Councilman Steve Yokeley moved to accept Ordinance #19-003. Councilman Lynn Reece seconded. The motion carried with a unanimous vote of 5 to 0. 2. Principal Jim Sparks at Wallburg Elementary School gave a presentation of an update from the last school year and gave an overview of where the 2019-2020 budgeted funds will be used for this year. He offered appreciation for the support given from the town to the school. 3. Jacob Gordon, Davidson County Senior Services presented the need for mobile meals volunteers in the Wallburg area. There are two routes in Wallburg and the meals are brought to Wallburg  Baptist Church for volunteers to distribute. There is also a need for substitute volunteers. He handed out volunteer flyers and applications to the town council. 4. Resolution #19-006 contract design services with Stimmel Associates for the George W. Wall home. Moving ahead with the project at the Wall Home this resolution was presented for approval. Mayor Pro Tempore moved to accept Resolution # 19-006 contract with Stimmel Associates to provide design services for the Wall Home project. Councilman Steve Yokeley seconded. The motion carried unanimously with a 5 to 0 vote. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – August 31, 2019 Mark Swaim gave a brief update on the finances of the Town: CASH $ 2,603,382.38 CAPITAL FUND-First National $ 660,973.01 MONEY MARKET-Capital Bank $ 249,460.95 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 3,672,603.48 2. Wall Home Update. Councilwoman Cindy Johnson advised with all of the contracts in place that the next step is to schedule a meeting with all parties involved so that everyone can begin to plan the project to move forward. in 3. Town Hall Park Construction. Councilman Steve Yokeley advised there was a meeting held today with the general contractor. By this time next month, the park should be complete. At this time, they are working on sod/irrigation system, cameras/security and fencing. 4. MPO – High Point - Councilman Lynn Reece – attended the August meeting held at the High Point Museum. There was nothing mention in regards to the Town of Wallburg. He has population information received at the meeting that he will have photocopied for council members to have. 5. MPO - Winston-Salem- Mayor Todd attended the recent MPO meeting, nothing was discussed directly involving the Town of Wallburg. OTHER INFORMATION: Lee Crook with Davidson County Planning and Zoning detailed the current situation and improvements to the zoning violation at 716 Apache Drive. At 8:02 P.M., Councilman Lynn Reece moved to adjourn, seconded by Councilman Mark Swaim, with the motion being approved unanimously.
