Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. August 13, 2019 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Mark Swaim, Lynn Reece, Steve Yokeley and Councilwoman Cindy Johnson. The Town Attorney, Jay Wagner was present along with the Town Clerk, Donna Alwine. After an invocation by Councilwoman Cindy Johnson, Councilman Steve Yokeley led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented, Councilman Steve Yokeley seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  July 09, 2019 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Lynn Reece and Councilwoman Cindy Johnson. PUBLIC SESSION 1. Joe Wright, CPA, introduced himself to the town council. He is excited to have taken over Don Jackson CPA practice and hopes to continue to serve those long-term relationships. He offered any questions or concerns at any time. 2. Sandy Chappell attended the meeting and introduced the new Clerk of Superior Court to the town council. Sandy has served the public for over 32 years in September and desires to continue. She extends an open door of communication for any needs, concerns or suggestions. 3. Judge Wood was in attendance and thanked the board for allowing her to share briefly. She is running for the Court of Appeals. This is her fifth term and has brought positive changes and would appreciate the opportunity to continue. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Ricky Farmer, 2020 US Census partnership specialist with the Atlanta Regional Census Center presented a presentation of the importance of the 2020 census and how the reporting works. He stressed the importance of every person being counted. There are employment positions available to work that can be applied for now. Information can be found at census.gov@uscensusbureau Davidson County has approved a resolution in support of the 2020 Census. Mayor Pro Temopre moved for the town to accept the resolution in support of the 2020 Census along with Davidson County. Councilman Mark Swaim seconded. The motion carried with a 5 to 0 vote. 2. Marty Marion with Metropolis Architecture spoke to the council in regards to the renovation of the Wall Home. His goal is to preserve the integrity of the home as well as the architecture of that historical era. He will be working closely with Preservation of North Carolina as well as Davidson County Inspectors to see that all codes and requirements are followed. He will do every effort to keep the project moving. The towns attorney, Jay Wagner will set up a meeting with Stimmell, Marty Marion, Councilwoman Johnson and Councilman Swaim to get all of the plans together to begin to move forward. Councilman Mark Swaim moved to accept Resolution # 19-004 to contract with Metropolis Architecture PLLC for architectural service for the George W. Wall home. Councilwoman Johnson seconded the motion. The motion carried with a 5 to 0 vote. 3. A re-zoning application has been put in by Dr. Jennifer Harris to rezone a piece of property at the Wallburg Vet location. This application will go to the Planning Board for their review and discussion and back to the town council with their recommendation for the September Council Meeting. Mayor Pro Tempore Hedgecock moved to accept Resolution #19-005 to set a public hearing date for September 10, 2019 to consider the rezoning case of Dr. Jennifer Harris. Councilman Mark Swaim seconded. The motion carried with a 5 to 0 unanimous vote. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – July 31, 2019 Mark Swaim gave a brief update on the finances of the Town: CASH $ 2,670,066.79 CAPITAL FUND-First National $ 654549.52 MONEY MARKET-Capital Bank $ 249,487.12 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 3,738,890.57 2. Wall Home Update. All updates for this project are located in above business to be discussed. 3. Town Hall Park Construction. Councilman Steve Yokeley updated the park progress. The gazebo is 95%, Amphitheatre 90%, and grading 90% all are completed. The amphitheater steps are poured. Septic System complete. A meeting was held with the contractor last week and Steve will reach out for a completion date. 4. MPO – High Point - Councilman Lynn Reece – advised no meeting held 5. MPO - Winston-Salem- Mayor Todd attended the recent MPO meeting, nothing was OTHER INFORMATION: At 8:01 P.M., Councilman Steve Yokeley moved to adjourn, seconded by Councilman Lynn Reece, with the motion being approved unanimously.
