Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. July 09, 2019 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Council Members, Mark Swaim, Lynn Reece and Mayor Pro Tempore Zane Hedgecock. Councilman Steve Yokeley and Councilwoman Cindy Johnson were absent. The Town Attorney, Jay Wagner was present along with the Town Clerk, Donna Alwine. After an invocation by Councilman Mark Swaim, Councilman Lynn Reece led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented, Councilman Lynn Reece seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  June 11, 2019 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Lynn Reece and Councilman Mark Swaim. PUBLIC SESSION 1. Jaclyn King with First National Bank and Chelsey Cooper, owner of Wallburg Academy. Both voiced their desire to see the road joined between their two businesses turned into a public service road rather than the current private drive. It is owned by the funeral home, carwash and bank. There is constant usage as a cut through not just a private cut through for the businesses. It is in constant need of service due to the increase of usage and road deterioration. 2. Sandy Chappell attended the meeting and introduced the new Clerk of Superior Court to the town council. Sandy has served the public over 32 years in September and desires to continue. She extends an open door of communication for any needs, concerns or suggestions. 3. Judge Wood was in attendance and thanked the board for allowing her to share briefly. She is running for the Court of Appeals. This is her fifth term and has brought positive changes and would appreciate the opportunity to continue. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: There was no new business REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – June 30, 2019 1 Mark Swaim gave a brief update on the finances of the Town: CASH $ 2,710,267.34 CAPITAL FUND-First National $ 654,115.98 MONEY MARKET-Capital Bank $ 249,395.92 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 3,778,566.38 2. Wall Home Update. Councilwoman Cindy Johnson and Mark Swaim gave a brief update. They met with the architect and their team along with the county inspector a few weeks ago. They are working together with Kathleen Turner at NC Preservation. The plan is for Stimmel and our architect to work together for the outdoor plans. Cindy and Mark are hoping to have more details from both firms for the next meeting. 3. Town Hall Park Construction. Councilman Steve Yokeley absent – no report 4. MPO – High Point Councilman Lynn Reece – attended the MPO meeting held at the High Point Museum on June 25, 2019 – there was nothing discussed in regards of the Town of Wallburg. 6. MPO - Winston-Salem No meeting held – nothing to report. OTHER INFORMATION: Councilman Swaim advised that our current accountant firm, Don Jackson, has retired as of June 30, 2019 and Joe Wright, CPA has purchased Mr. Jackson’s firm and will continue to serve the town. At 7:38P.M., Councilman Lynn Reece moved to adjourn, seconded by Councilman Mark Swaim, with the motion being approved unanimously.
