Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. June 11, 2019 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Council Members, Steve Yokeley, Mark Swaim, and Councilwoman Cindy Johnson. Councilman Lynn Reece and Mayor Pro Tempore Zane Hedgecock were absent. The Town Attorney, Jay Wagner was present along with the Town Clerk, Donna Alwine. After an invocation by Councilman Steve Yokeley, Councilwoman Cindy Johnson led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Councilwoman Cindy Johnson made a motion to approve the agenda as presented, Councilman Mark Swaim seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  May 14, 2019 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Steve Yokeley and Councilman Mark Swaim. PUBLIC SESSION There were no speakers BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Public Hearing – 2019/2020 Proposed Town of Wallburg Fiscal Year Budget. At 7:04 P.M. Councilman Steve Yokeley moved to open the public hearing for the 2019-2020 budget approval, Councilwoman Cindy Johnson seconded. Unanimously voted to open. There were no speakers or comments during the public hearing. At 7:06 P.M. Councilwoman Cindy Johnson moved to close the public hearing; Councilman Steve Yokeley seconded. The motion passed unanimously. Ordinance #19-002 Budget Ordinance fiscal year 2019-2020 motioned for approval by Councilman Steve Yokeley, seconded by Councilwoman Cindy Johnson. Passed unanimously. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – May 31, 2019 Mark Swaim gave a brief update on the finances of the Town: CASH $ 2,648,973.90 CAPITAL FUND-First National $ 653,749.86 MONEY MARKET-Capital Bank $ 249,364.15 1  TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 3,716,875.05 2. Wall Home Update. Councilwoman Cindy Johnson gave an update that she and Councilman Swaim recently met with three architecture firms to processed with the projects at hand. During the meetings with the three architect firms, tentative plans and expectations were discussed. They requested each firm to submit their qualifications and what each firm could bring to this project. After careful consideration, each is qualified in their own unique way but we feel that Marty Marion of Metropolis Architecture is better suited for this particular project at the Wall Home. Therefore, Councilwoman Cindy Johnson and Councilman Mark Swaim would like to recommendation to the town council to select the chosen architecture firm, Marty Marion with Metropolis Architecture Firm to the Wall Home Renovation Project. There was a unanimous consensus agreement by the town council for this recommendation. 3. Town Hall Park Construction. Councilman Steve Yokeley advised that progress is being made and the retaining walls for the amphitheater are about 90 percent completed. The gazebo is around 60 to 70 percent complete. The bricks have been delivered for the bathrooms. 4. MPO – High Point Councilman Lynn Reece – absent – no report given 6. MPO - Winston-Salem Mayor Allen Todd reported that he attended the most recent MPO meeting held. There was nothing in regards to the Town of Wallburg mentioned. Bike trails, new bus purchases, recreation trails were a few of the items discussed on the agenda. OTHER INFORMATION: Mayor Todd attended the most recent Mayor/Manager meeting and reported that it was nice to have all three of our state representatives in attendance. Representative is accessible as our State Representative. Attorney Jay Wagner, advised that the council should be receiving an invitation in the near future for an invite to the High Point Rockers baseball games from the City of High Point. At 7:19P.M., Councilman Steve Yokeley moved to adjourn, seconded by Councilman Mark Swaim, with the motion being approved unanimously.
