Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. May 14, 2019 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Tempore Zane Hedgecock, Council Members Lynn Reece, Steve Yokeley, Councilwoman Cindy Johnson and Councilman Mark Swaim. The Town Attorney, Attorney Jay Wagner was present along with the Town Clerk, Donna Alwine. After an invocation by Mayor Pro Tempore Zane Hedgecock, Councilman Mark Swaim led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Councilman Mark Swaim made a made a motion to approve the agenda as presented. Councilman Steve Yokeley seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  April 9, 2019 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Steve Yokeley, seconded by Councilwoman Cindy Johnson. PUBLIC SESSION There were no speakers BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Christy Turner with Stimmel presented a revised project update on the Wall Home project with possibilities of usage for the community. 2. Sheriff Richie Simmons gave updates on the community and programs currently in place and programs working to put into place in the county. There are good plans for educating citizens for safety with a six -week citizen academies offered. One of his goals is to continue to work with students in schools to build relationships and trust with young folks. The TAME Program has been funded for 7th graders. TROSA is a program that has a 78 percent of positive rehab rates. He would like to see this program and more such as an Explorer program be implemented into the county. He continues to work closely with citizens and the community in crime prevention. He looks forward to good things moving forward. 3. Resolution #19-003 amendments to the 2012 Records Retention Schedule. Councilman Steve Yokeley moved to approved to resolution with the amendments, Councilman Mark Swaim seconded. The motion passed unanimously. 4. Councilman Lynn Reece advised that the roof repairs have been completed and made a recommendation to have snow guards placed on the roof to keep the gutters protected from future damages. Clear snow guards are $3,750.00 and stainless steel are $4,750.00. Councilman Reece also mentioned that there is a damaged place in the parking lot that needs immediate attention for asphalt repair. There will be an upcoming budget amendment for these expenses. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update Mark Swaim gave a brief update on the finances of the Town: CASH $ 2,632,220.24 CAPITAL FUND-First National $ 653,333.70 MONEY MARKET-Capital Bank $ 249,276.96 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 3,699,618.04 2. Wall Home Update. Mayor Pro Tempore Hedgecock will speak with Andy Brinkley on security options for the Wall Home. Councilman Swaim and Councilwoman Johnson will be the liaisons for the Wall Home moving forward with the next step to interview possible architects to assist with possible projects and plans. Stimmel will provide a proposal for a site plan for the project. It would be good to add funds into the budget so when furnishings come available for the time period of the home to be gathered for that space. 3. Town Hall Park Construction. Councilman Steve Yokeley advised that construction is moving along. Footings for the amphitheater have been poured and bathroom construction is to being within the next few weeks. 4. MPO - Winston-Salem No Report – No meeting OTHER INFORMATION: At 8:13P.M., Councilman Lynn Reece moved to adjourn, seconded by Councilman Steve Yokeley, with the motion being subsequently approved unanimously.
