Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. April 9, 2019 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Tempore Zane Hedgecock, Council Members Lynn Reece, Steve Yokeley, Councilwoman Cindy Johnson and Councilman Mark Swaim. The Town Attorney, Attorney Jay Wagner was present along with the Town Clerk, Donna Alwine. After an invocation by Councilman Lynn Reece, Councilwoman Cindy Johnson led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Councilman Lynn Reece made a made a motion to approve the agenda with the addition to add an item to discuss roof repairs to the agenda., Councilman Steve Yokeley seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  March 12, 2019 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Steve Yokeley, seconded by Councilwoman Cindy Johnson. PUBLIC SESSION There were no speakers BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Matt Barber and Amy Ballard with the Davidson County Cooperative Extension attended the meeting and gave a presentation of the services and programs that are offered to enrich the community. There are many programs for the community from 4-H Club to various gardening and horticulture programs. They both are willing to be a part of bringing any involvement and starting up any program here in Wallburg. They appreciate the councils time and are open for any questions in the future. 2. Councilman Reece advised the council of the needed repairs on the roof that may be causing some water leaking problems. He as been reaching out to companies and has secured someone to complete the repairs. Councilman Swaim moved to have the Mayor execute a contract for roof repairs and a budget amendment not to exceed $15,000.00 Councilman Steve Yokeley seconded. The motion passed unanimously. Councilman Swaim motioned to have the funds for the repair be expensed out of the capital outlay to building maintenance. Councilman Reece seconded. The motion passed unanimously. The town’s attorney will gather the information for the contract for the roof repair vendor. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE  (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update Andy Brinkley gave a brief update on the finances of the Town: CASH $ 2,613,188.66 CAPITAL FUND-First National $ 652,904.39 MONEY MARKET-Capital Bank $ 249,276.96 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 3,680,157.15 2. Wall Home Update. Councilwoman Cindy Johnson gave an update on the Wall Home – on March 29, 2018 she and Mayor Pro Tempore Hedgecock met with Christy Turner at Stimmel. They reviewed a project update and Stimmel will be providing a new blue print. 3. Town Hall Park Construction. Councilman Steve Yokeley advised that construction has started back and the gazebo footings have been poured. There was a productive meeting held with Steve, the project manager and construction company on Friday, April 5th. All of the permits are in place to move forward. 4. MPO – High Point Councilman Lynn Reece reported that he attended the HPMPO meeting on March 26, it was held at the High Point Museum. There were no items mentioned in reference to the Town of Wallburg other than Councilman Reece mentioning Motsinger Road could use a turning lane to help school traffic. 6. MPO - Winston-Salem Mayor Allen Todd reported that he attended the most recent WSMPO meeting where 14 members were present and 16 staff members gave reports. At that meeting, Mayor Todd let it be known that there are huge traffic concerns and safety issues on highway 109. He expressed the need for a turning lane on Motsinger Road for school traffic located near the ball fields to help expedite drop off and pick up. OTHER INFORMATION: Mayor Todd attended the most recent Mayor/Manager meeting and reported that it was nice to have all three of our state representatives in attendance. They are looking to have the meetings quarterly rather than monthly. At 7:55P.M., Councilman Steve Yokeley moved to adjourn, seconded by Councilman Lynn Reece, with the motion being subsequently approved unanimously.
