PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor
Pro Tem Zane Hedgecock, Council Members Lynn Reece, Steve Yokeley and Councilwoman
Cindy Johnson. Councilman Mark Swaim was absent.The Town Attorney, Attorney Jay
Wagner were absent. Town Clerk, Donna Alwine was present.
After an invocation by Councilman Lynn Reece, Councilwoman Cindy Johnson led the pledge of
allegiance.
MOTION FOR APPROVAL OF AGENDA
Councilman Steve Yokeley made a motion to approve the agenda, Councilwoman Cindy
Johnson seconded, and the motion passed unanimously.
MOTION FOR APPROVAL OF DRAFT MINUTES
February 12, 2019 Regular Meeting Minutes
MINUTES for the above meeting were unanimously approved on motion by Mayor Pro Tem
Zane Hedgecock, seconded by Councilman Lynn Reece.

1. Finance Update
Andy Brinkley gave a brief update on the finances of the Town:
CASH $ 2,558,565.55
CAPITAL FUND-First National $ 652,515.56
MONEY MARKET-Capital Bank $ 249,276.96
TAXES RECEIVABLE $ 7,862.84
DUE FROM OTHER GOVTS. $ 156,924.30
TOTAL: $ 3,625,145.21
2. Wall Home Update. Councilwoman Cindy Johnson gave an update on the Wall
Home Open House. It was very successful with a tremendous turnout with a great
response. Christy Turner with Stimmel attended this event as well. It was a busy time
from 1:45 to 4:00P.M. Mayor Pro Tem Hedgecock is looking to have some Wall Home
project details to present to the council for approval next month. There has been

interest in a local museum area in the home with maybe a collection of books to view on
premises. Local art display, multi-purpose use. This committee will be seeking advice
from an architect. The final vision is to be determined. This committee would like to
form a “Friends of the Wall Home” advisory only committee consisting of 5 members of
which 2 are town council members.
3. Town Hall Park Construction. Councilman Steve Yokeley advised that Phase #2 is
waiting on the weather. Some parents have requested that they would like to see a 4”
fence just around the playground area. After this discussion there was an agreed
consensus to construct a possible vinyl fence with gates just around the playground
equipment area. Park Superintendent, Don Dix has had communication with the
community in regards to community flower garden project. This is where the
community can sign up to plant flowers in memory/honor of someone in designated
areas in the park. They are responsible for tending the gardens and following the rules
set. Mayor Pro Tem Hedgecock motioned to allow this on a trial bases for a growing
season. Councilman Steve Yokeley seconded. The motion carried with a unanimous
vote. The gardens will be positioned away from areas where children will be playing.
4. MPO – High Point
Councilman Lynn Reece reported that he attended the HPMPO meeting, but that there
were no items mentioned in reference to the Town of Wallburg.
6. MPO - Winston-Salem
Mayor Allen Todd reported that the WSMPO met on February 21, 2019, but there
were no items mentioned in reference to the Town of Wallburg. Mayor Todd
mentioned the traffic concern coming up Motsinger Road toward Elementary School
near the ballfields. A turning lane would help expedite morning school traffic there.
OTHER INFORMATION:
Mayor Todd attended the most recent Mayor/Manager meeting and reported that it was nice
to have all three of our state representatives in attendance.
At 7:50P.M., Councilman Steve Yokeley moved to adjourn, seconded by Councilman Lynn
Reece, with the motion being subsequently approved unanimously.
