PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Council
Members Lynn Reece, Mark Swaim, and Zane Hedgecock. Attorney Jay Wagner was present
acting as Town Attorney and keeping minutes for Donna Alwine, Town Clerk, who was absent.
After an invocation by Mayor Pro Tem Zane Hedgecock, Councilman Lynn Reece led the
pledge of allegiance.
MOTION FOR APPROVAL OF AGENDA
Councilman Lynn Reece made a motion to approve the agenda, Mayor Pro Tem Zane
Hedgecock seconded, and the motion passed unanimously.
MOTION FOR APPROVAL OF DRAFT MINUTES
January 8, 2019 Regular Meeting Minutes
MINUTES for the above meeting were unanimously approved on motion by Mayor Pro Tem
Zane Hedgecock, seconded by Councilman Mark Swaim.
PUBLIC SESSION
There were three speakers:
1. Shelby Chase of Wallburg spoke in support of Kelly Gallimore for Chairman of the
Davidson County Republican Party at the party convention to be held March 2,
2019 at Oak Grove High School.
2. Stan Bingham of Denton spoke in support of Christopher Jessup for Davidson
County GOP Chairman.
3. Christopher Jessup (135 Harmon Dr., Thomasville, NC) spoke regarding his
candidacy for Davidson County GOP Chairman.

1. There was no business on the agenda.

1. Finance Update …. Mark Swaim
Mr. Swaim gave a brief update on the finances of the Town:
CASH $ 2,513,195.05
CAPITAL FUND-First National $ 652,140.36
MONEY MARKET-Capital Bank $ 249,276.96
TAXES RECEIVABLE $ 7,862.84
DUE FROM OTHER GOVTS. $ 156,924.30

TOTAL: $ 3,579,399.51
2. Wall Home Update. Mayor Pro Tem Zane Hedgecock reported that the home will be
open to the public on Sunday afternoon 2/17. Attendance at the meeting regarding the
Wall home was not well attended. Mayor Pro Tem Zane Hedgecock hopes that the
Council will receive more input from the citizens during and after the open house.
3. Town Hall Park Construction. Mayor Pro Tem Zane Hedgecock reported that the
rain has delayed construction and that the Town intends to build a bathroom facility
near the amphitheater.
4. MPO – High Point …. Lynn Reece
Councilman Lynn Reece reported that the HPMPO met on January 22, 2019, but that
there were no items mentioned in reference to the Town of Wallburg.
6. MPO - Winston-Salem ..... Allen Todd
Mayor Allen Todd reported that the WSMPO met on January 31, 2019, but there were
no items mentioned in reference to the Town of Wallburg.
OTHER INFORMATION:
None.
At 7:18pm, Councilman Mark Swaim moved to adjourn, seconded by Councilman Lynn Reece,
with the motion being subsequently approved unanimously.
