PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro
Tempore Zane Hedgecock, Council Members, Lynn Reece and Councilwoman Cindy Johnson.
Councilman Steve Yokeley and Councilman Mark Swaim were absent. The Town Attorney, Jay
Wagner was present along with the Town Clerk, Donna Alwine.
After an invocation by Mayor Pro Tempore Zane Hedgecock, Councilwoman Cindy Johnson led the
pledge of allegiance.
MOTION FOR APPROVAL OF AGENDA
Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented,
Councilwoman Cindy Johnson seconded, and the motion passed unanimously.
MOTION FOR APPROVAL OF DRAFT MINUTES
January 14, 2019 Regular Meeting Minutes
MINUTES for the above meeting were unanimously approved on motion by Councilwoman Cindy
Johnson, seconded by Councilman Lynn Reece.
PUBLIC SESSION
1. Bill Huesman, resident of the Town of Wallburg, NC Hwy 109, Winston Salem, NC gave the
town council handouts on safety issues and voiced his concerns in regards to the traffic dangers
and congestion on Highway 109.
2. Steve Jarvis, running for NC State Senate – stated that it an honor to serve in the house and
previously on the Davidson County Board of Commissioners. He appreciates the support from
previous years and as well in the upcoming election.

1. Finance Update – December 31, 2019
Andy Brinkley gave a brief update on the finances of the Town:
CASH $ 2,385,747.34
CAPITAL FUND-First National $ 656,799.99

MONEY MARKET-Capital Bank $ 249,466.28
TAXES RECEIVABLE $ 7,862.84
DUE FROM OTHER GOVTS. $ 156,924.30
TOTAL: $ 3,456,800.75
2. Wall Home Update – Councilwoman Cindy Johnson gave a brief update on the committee’s
meeting on January 20, 2020 with Stimmel and Marty Marion. Mayor Pro Tempore Hedgecock
stated that once the home is completed, he would like to hire to part-time people for a museum
curator for the inside and maybe a master gardener for the outside. The curator would be able
to share the story of Davidson County and versed in NC state history. A Master Gardner for
upkeep and education purposes, and possible gardening club. The personnel committee will
begin to look for possible part-time folks along with a job description for those positions. There
was a consensus from the town council to begin to form an advisory committee only for “friends
of the Wall home group”.
3. Town Hall Park Construction – Mayor Pro Tempore updated that the park is complete with
minor clean up after weather clears.
4. MPO – High Point - Councilman Lynn Reece – Met on January 28, 2020 at the High Point
Museum. There was nothing directly regarding the Town of Wallburg.
5. MPO – Winston Salem – Mayor Allen Todd – Mayor Todd read over the action items on the
latest agenda. There was nothing discussed in regards to the Town of Wallburg.
OTHER INFORMATION:
At 7:37P.M., Councilman Lynn Reece moved to adjourn, seconded by Councilwoman Cindy Johnson,
with the motion being approved unanimously.
