Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. March 10, 2020 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Lynn Reece, and Mark Swaim. Councilwoman Cindy Johnson and Councilman Steve Yokeley were absent along with the Town Attorney, Jay Wagner. Donna Alwine, the town clerk was present. After an invocation by Councilman Mark Swaim, Mayor Tempore Zane Hedgecock led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented, Councilman Mark Swaim seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  February 11, 2020 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Mayor Pro Tempore Zane Hedgecock and Councilman Mark Swaim. PUBLIC SESSION 1. No Speakers. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: No New Business REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – December 31, 2019 Mark Swaim gave a brief update on the finances of the Town: CASH $ 2,426,651.41 CAPITAL FUND-First National $ 657,102.30 MONEY MARKET-Capital Bank $ 249,468.75 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 3,498,009.60 2. Wall Home Update – Councilman Mark Swaim discussed the outdoor lighting for the Wall home. It was agreed by the council members to be adequate, subtle lighting for walkways, parking and around home. Outdoor gas lamps are an option. The septic tank is getting re- worked to provide necessary parking. It was agreed by all council members to sell the out building on the Wall Home property. Mayor Pro Tempore discussed the use of the home once completed. Possible hours to think about being open Part-time with a part-time curator and a seasonal Master Gardner. He will look to gather around 7 people for the “Friends of the Wall Home” advisory committee and present the names to the council possibly at the next meeting. The town clerk will ask Stimmel for large copies of the property per Mayor Pro Tempore Hedgecock in order to view the possible Master Gardener outdoor care. 3. Town Hall Park Construction. No new information. 4. MPO – High Point - Councilman Lynn Reece – Was absent from the meeting held, there was nothing regarding Wallburg mentioned. 5. MPO – Winston Salem – Mayor Allen – Attended the most recent meeting and read agenda action items. OTHER INFORMATION: Mayor Todd attended the scheduled Mayor/Manager breakfast hosted by the Town of Denton. The Mayor expressed his appreciation for the Wallburg Fire Department and the fine job that they provide to keep our citizens safe in the town. At 7:37 P.M., Mayor Tempore Zane Hedgecock moved to adjourn, seconded by Councilman Lynn Reece, with the motion being approved unanimously.
