Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. April 14, 2020 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 6:57 p.m. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Lynn Reece, Mark Swaim., Steve Yokeley, and Councilwoman Cindy Johnson. The Town Attorney, Jay Wagner was present along with, Donna Alwine, the town clerk. After an invocation by Councilman Lynn Reece, Councilwoman Cindy Johnson led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented, Councilman Lynn Reece seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  March 10, 2020 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Lynn Reece and Councilman Mark Swaim. PUBLIC SESSION 1. No Speakers. No Calls or messages to be recorded from public session. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Councilman Steve Yokeley and Councilman Mark Swaim presented the 4 quotes gathered for landscaping services for the town hall and park. McAlpine Landscape and Design was the lowest and most cost-effective quote to service the town. The town’s attorney, Jay Wagner, will draw up a year contract to be presented and approved at the next meeting. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – March 31, 2020 Mark Swaim gave a brief update on the finances of the Town: CASH $ 2,510,793.09 CAPITAL FUND-First National $ 657,447.95 MONEY MARKET-Capital Bank $ 249,468.75 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 1  TOTAL: $ 3,582,496.93 2. Wall Home Update – Councilwoman Cindy Johnson updated that Marty Marion and Christy at Stimmell advised that all revisions are completed. There will be a virtual meeting set up toward the end of the month. The possibility of outdoor lighting with gas lamps is not cost effective to use. Mayor Pro Tem Hedgecock is working on figures to submit for budgeting for future Curator and Master Gardener positions. 3. Town Hall Park Construction. No new information. 4. MPO – High Point – Meeting cancelled 5. MPO – Winston Salem – Meeting cancelled OTHER INFORMATION: Attorney Jay Wagner mentioned the new zoning ordinance 160D for zoning is to be updated by July 1, 2020. By a board consensus, Jay will reach out to Jesse Day at PTRC in regards to re-write the needed update. Mayor Pro Tem Zane Hedgecock shared his concern during this Covid-19 pandemic and how it is affecting the supply chain for food supply. There is plenty of protein, but workers and transportation is being affected and would like to use town hall parking lot as a protein pick up spot if there is a need in the future. At 7:26P.M., Councilman Mark Swaim moved to adjourn, seconded by Councilman Steve Yokeley, with the motion being approved unanimously.
