Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. May 12, 2020 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 p.m. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Mark Swaim., Steve Yokeley, and Councilwoman Cindy Johnson. Councilman Lynn Reece was absent. The Town Attorney, Jay Wagner was present along with, Donna Alwine, the town clerk. After an invocation by Councilman Steve Yokeley, Councilman Mark Swaim led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented, Councilwoman Cindy Johnson seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  April 14, 2020 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Mark Swaim and Councilwoman Cindy Johnson. PUBLIC SESSION 1. No Speakers. No Calls or messages to be recorded from public session. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Resolution # 20-001 contract with McAlpine Landscape for services for the town hall and park for year 2020-2021. Councilman Steve Yokeley motioned to accept the contract as presented, Councilwoman Cindy Johnson seconded. The motion passed unanimously. 2. Resolution # 20-002 Authorization for sealed bid process for the shed located at the Wall Home. Councilman Mark Swaim motioned to approve the sealed bid process. Councilman Steve Yokeley seconded. The motion passed unanimously. 3. Councilman Mark Swaim along with the finance committee presented the draft budget and read the budget message for the year 2020-2021. It will be available to view in the clerk’s office and a public hearing will be held June 09, 2020. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – April 30, 2020 Mark Swaim gave a brief update on the finances of the Town: 1 CASH $ 2,527,112.20 CAPITAL FUND-First National $ 657,583.04 MONEY MARKET-Capital Bank $ 249,468.75 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 3,598,951.13 2. Wall Home Update – Councilwoman Cindy Johnson updated the council with a packet of lighting information to look over and choose the best outdoor lighting fixtures for the homes Cira. There was an agreement for the best choice offered. There is also a tree at the edge of the property that will be planted according to the plans, but will yield a small amount of leaves and will not over grow the location placed. Mayor Pro Tempore Hedgecock is working on job descriptions and compensation for curators and gardeners. The hours and responsibilities are continued to be worked on. 3. Town Hall Park Construction. Councilman Yokeley confirmed the park is totally completed. There is a need for a small utility vehicle and a building to store it in along with supplies and tools used daily at the park. The town council gave a unanimous consensus for Councilman Yokeley to research a UTV and a building/shed for this need. 4. MPO – High Point – No report 5. MPO – Winston Salem – Mayor Todd advised that he was unavailable to attend the remote meeting that was held. OTHER INFORMATION: Mayor Pro Tem Zane Hedgecock thanked the council for the bereavement meal and rose bush in memory of his mother’s passing. He expressed his appreciation for the council’s kindness showed to his family. At 7:41P.M., Councilman Steve Yokeley moved to adjourn, seconded by Councilman Mark Swaim, with the motion being approved unanimously.
