PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 6:57 P.M. Present were the Mayor, Mayor Pro
Tempore Zane Hedgecock, Council Members, Mark Swaim., Steve Yokeley, and Councilwoman Cindy
Johnson, and Councilman Lynn Reece. The Town Attorney, Jay Wagner was present along with,
Donna Alwine, the town clerk.
After an invocation by Councilman Lynn Reece, Councilwoman Cindy Johnson led the pledge of
allegiance.
MOTION FOR APPROVAL OF AGENDA
Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented, Councilman
Mark Swaim seconded, and the motion passed unanimously.
MOTION FOR APPROVAL OF DRAFT MINUTES
May 12, 2020 Regular Meeting Minutes
MINUTES for the above meeting were unanimously approved on motion by Councilman Lynn Reece
and Councilman Steve Yokeley.
PUBLIC SESSION
1. No Speakers. No Calls or messages to be recorded from public session.
BUSINESS TO BE DISCUSSED AND/OR ACTED UPON:
1. Public Hearing – 2020-2021 proposed budget presented for the Town of Wallburg. Mayor Pro
Tem Zane Hedgecock moved to open the public hearing at 7:00 P.M. There were no comments
during the public session via in person, telephone or emailed. At 7:02 P.M. Councilman Steve
Yokeley motioned to close the public hearing. Councilman Lynn Reece seconded. The public
hearing was closed. Councilman Mark Swaim seconded and the public hearing was closed.
Ordinance #20-001 2020-21 budget approval, Councilman Steve Yokeley moved to accept
Ordinance #20-001, Councilwoman Cindy Johnson seconded. The motion carried with a
unanimous vote.
2. Discussion for a UTV purchase for the park maintenance. Councilman Yokeley has been
researching the cost and the best option for the town’s usage. Councilman Yokeley presented
his findings for a 2015 Club Car 500 gas carry all to the council. The council unanimously
agreed to this purchase not to exceed $6,500.00.
3. Resolution #20-003 To confirm sale of storage shed. Storage shed located at the Wall Home
was sold to Joe Puckett by sealed bid for $551.00 along with a deposit of $27.55. Councilman
Steve Yokeley moved to accept Resolution #20-003, Councilman Lynn Reece seconded. The
motion passed unanimously.

1. Finance Update – May 30, 2020
Mark Swaim gave a brief update on the finances of the Town:
CASH $ 2,567,172.51
CAPITAL FUND-First National $ 657,713.66
MONEY MARKET-Capital Bank $ 249,468.75
TAXES RECEIVABLE $ 7,862.84
DUE FROM OTHER GOVTS. $ 156,924.30
TOTAL: $ 3,639,142.06
2. Wall Home Update – Councilwoman Cindy Johnson advised that all drawings are complete
and at Davidson County Inspections Office. After all of the drawings are back with all details
there will be a special meeting held to go over everything before project begins. Jay Wagner
will clarify bid procedures.
3. Town Hall Park Construction. Councilman Yokeley is waiting on the drawings for the park
maintenance garage/building to be built.
4. MPO – High Point – Councilman Reece attended the MPO meeting via telephone conference.
Nothing in regards to the town.
5. MPO – Winston Salem – Mayor Todd advised that the next meeting will be held July 17, 2020.
OTHER INFORMATION:
At 7:30P.M., Mayor Pro Tem Zane Hedgecock moved to adjourn, seconded by Councilman Steve
Yokeley, with the motion being approved unanimously.
