Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. August 11, 2020 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Mark Swaim, Lynn Reece, and Steve Yokeley. Councilwoman Cindy Johnson was absent. The Town Attorney, Jay Wagner was present along with, Donna Alwine, the town clerk. After an invocation by Councilman Lynn Reece, Mayor Pro Tempore Hedgecock led the pledge of allegiance. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented, Councilman Mark Swaim seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  July 14, 2020 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Steve Yokeley and Councilman Mark Swaim. PUBLIC SESSION 1. No Speakers. No Calls or messages to be recorded from public session. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Principal Sparks attended the board meeting and expressed his appreciation for the budgeted funds for Wallburg Elementary School. He gave a brief update on current school operations along with the new schedule complying with Covid-19 restrictions. Tomorrow is the first of full He expressed further financial needs due to Covid-10 financial cuts. He will be submitting a grant request to the grants committee. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – July 31 2020 Mark Swaim gave a brief update on the finances of the Town: CASH $ 2,640,099.79 CAPITAL FUND-First National $ 657,997.50 MONEY MARKET-Capital Bank $ 249,468.75 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 3,12,353.18 2. Wall Home Update – Councilman Mark Swaim handed out to each council member a list that was made at the special meeting held on July 16, 2020 of items in the home that will be repaired and/or replaced for the homes circa. The objective is to keep the integrity of the original Wall Home and to preserve as much of the original as possible but to replace with appropriate materials – keeping with the time period. 3. Town Hall Park Construction – Councilman Steve Yokeley updated that the paperwork for the bidding process on the park garage/shed are just about ready. 4. MPO – High Point – Councilman Reece attended the MPO meeting via telephone meeting. Nothing in regards to the town. 5. MPO – Winston Salem – Mayor Todd advised there was a virtual meeting – nothing in regards to the Town of Wallburg. OTHER INFORMATION: Mayor Pro Tempore Zane Hedgecock presented a historic calendar to be viewed that was from the Wallburg Milling Company in 1991. For historical records, Councilman Mark Swaim advised that on Sunday, July 12, 2020 shortly after 8am he heard the church bells ring two times due to the earthquake that was felt. At 7:40P.M., Mayor Pro Tem Zane Hedgecock moved to adjourn, seconded by Councilman Mark Swaim, with the motion being approved unanimously.
