Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. September 08, 2020 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Mark Swaim, Lynn Reece, and Councilwoman Cindy Johnson. Councilman Steve Yokeley was absent. The Town Attorney, Jay Wagner was present along with, Donna Alwine, the town clerk. After an invocation by Councilman Mark Swaim, Councilwoman Cindy Johnson led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented, Councilwoman Cindy Johnson seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  August 11, 2020 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Lynn Reece and Councilman Mark Swaim. PUBLIC SESSION Evan Myers, spoke briefly and introduced himself to the council and shared his years of education experience and past career history as he seeks a seat on the Davidson County Board of Education at the upcoming election. Charles Elmore introduced himself as well to the council stating his desire to obtain a seat on the Davidson County Board of Education. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. 1. Grant Committee Application for Wallburg Elementary School. The request is for digital and physical reading and math materials to students, to improve their instruction. The programs are Act Now, IXL Learning and NC Ready Math Practice Problem Solving and Reading Instruction. These cover all grade levels. Councilman Mark Swaim moved to accept the application for this grant. Councilwoman Cindy Johnson seconded. The motion carried with a unanimous vote. 2. Resolution #20-006 to accept CARES ACT COVID-19 grant funds from Davidson County. These are funds released to the county to distribute to the Davidson County municipalities for COVID-19 relief and prevention. Mayor Pro Tempore Hedgecock moved to accept this resolution. Councilman Mark Swaim seconded. The motion carried unanimously. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – August 31, 2020 Mark Swaim gave a brief update on the finances of the Town: CASH $ 2,735,979.44 CAPITAL FUND-First National $ 658,137.21 MONEY MARKET-Capital Bank $ 249,468.75 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 3,808,372.54 2. Wall Home Update – Councilwoman Cindy Johnson gave an update that they are waiting on Davidson County Inspections. Christy at Stimmel has reached out to Brad Coe for another survey for county. All working on bid information need to get with Jay Wagner for preparation. Mayor Pro Tempore Hedgecock motioned for a private party to be contacted for septic system permit completed cost up to $3,000.00. Councilman Mark Swaim seconded. The motion carried unanimously. 3. Town Hall Park Construction – No report 4. MPO – High Point – Councilman Reece attended the MPO meeting via telephone meeting. The only item that was directed at Wallburg was the discussion of Hwy 109 traffic control options to be submitted for grading. There is a council consensus for option to be graded within the system to see how many points it would receive. 5. MPO – Winston Salem – Mayor Todd advised there was a virtual meeting – nothing in regards to the Town of Wallburg. OTHER INFORMATION: Attorney Jay Wagner advised the council that the town is required by law to have fire boundaries. He will reach out to the county and fire inspector to obtain details. At 7:47P.M., Councilman Lynn Reece moved to adjourn, seconded by Councilwoman Cindy Johnson, with the motion being approved unanimously.
