PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro
Tempore Zane Hedgecock, Council Members, Mark Swaim, Lynn Reece, Steve Yokeley, and Cindy
Johnson. The Town Attorney, Jay Wagner was present along with, Donna Alwine, the town clerk.
After an invocation by Councilman Steve Yokeley, Councilman Lynn Reece led the pledge of allegiance
to the American flag.
MOTION FOR APPROVAL OF AGENDA
Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented, Councilman
Lynn Reece seconded, and the motion passed unanimously.
MOTION FOR APPROVAL OF DRAFT MINUTES
September 08, 2020 Regular Meeting Minutes
MINUTES for the above meeting were unanimously approved on motion by Councilman Mark Swaim
and Councilman Steve Yokeley.
PUBLIC SESSION
Ted Myers, CPA in Lexington since 1992, introduced himself to the council. He expressed his desire to
run for the Davidson County School Board in the upcoming election.
BUSINESS TO BE DISCUSSED AND/OR ACTED UPON:
1. Marty Marion, Metropolis Architecture gave the council an update of where the renovation
project stands with the Wall Home. He is working diligently with the town’s attorney on bid
information, the Davidson County Inspection Office and Stimmel. He will continue to work with
the committee and keep everyone up to date, he is pleased with the progress up to this point.
2. The town has received their per capita portion from Davidson County for the CARES Act
Covid-19 relief funds from the State of North Carolina. These funds will be used for PPE and
Covid prevention and local business grants for PPE.

1. Finance Update – September 30, 2020
Mark Swaim gave a brief update on the finances of the Town:
CASH $ 2,751,297.96
CAPITAL FUND-First National $ 658,245.40

MONEY MARKET-Capital Bank $ 249,468.75
TAXES RECEIVABLE $ 7,862.84
DUE FROM OTHER GOVTS. $ 156,924.30
TOTAL: $ 3,823,799.25
2. Wall Home Update – Marty Marion on agenda for update
3. Town Hall Park Construction – Councilman Yokeley advised that they are close to
submitting plans for the park maintenance building for permits. He will continue to update.
4. MPO – High Point – No report – not in attendance.
5. MPO – Winston Salem – Mayor Todd advised he was not in attendance. No report
OTHER INFORMATION:
Attorney Jay Wagner will look over the current garbage contract and advise information to the council.
There have been concerns with the service that is being provided to the town.
At 7:30P.M., Councilman Lynn Reece moved to adjourn, seconded by Councilman Steve Yokeley, with
the motion being approved unanimously.
