PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro
Tempore Zane Hedgecock, Council Members, Mark Swaim, Lynn Reece, and Cindy Johnson.
Councilman Steve Yokeley was absent. The Town Attorney, Jay Wagner was present along with,
Donna Alwine, the town clerk.
After an invocation by Councilman Mark Swaim, Mayor Pro Tempore Zane Hedgecock led the pledge
of allegiance to the American flag.
MOTION FOR APPROVAL OF AGENDA
Councilman Mark Swaim made a motion to approve the agenda as presented, Councilwoman Cindy
Johnson seconded, and the motion passed unanimously.
MOTION FOR APPROVAL OF DRAFT MINUTES
October 13, 2020 Regular Meeting Minutes
MINUTES for the above meeting were unanimously approved on motion by Councilman Lynn Reece
and Councilman Mark Swaim.
PUBLIC SESSION
No public comments
BUSINESS TO BE DISCUSSED AND/OR ACTED UPON:
1. Alton Hanes, Davidson County Emergency Management Coordinator presented the updated
Hazzard Mitigation Resolution for Davidson and Randolph Counties. Councilman Lynn Reece
moved to accept Resolution # 20-009, Councilwoman Cindy Johnson seconded. The motion
carried unanimously.
2. Eddie Carrick, CPA presented the towns 2019-2020 completed financial audit. Pages 3-9 of the
audit is the Managements Discussion and Analysis. The town had a good year with revenue and
sales tax and received a clean opinion.
3. Josh Tussey with Davidson County Planning attended and detailed the information on the
upcoming changes for NCGS-160D. The town will work with the county planning office and
the town’s attorney to get the changes made according to the new legislature.

1. Finance Update – October 31, 2020
Mark Swaim gave a brief update on the finances of the Town:
CASH $ 2,881,173.11
CAPITAL FUND-First National $ 658,353.60
MONEY MARKET-Capital Bank $ 249,468.75
TAXES RECEIVABLE $ 7,862.84
DUE FROM OTHER GOVTS. $ 156,924.30
TOTAL: $ 3,953,782.60
2. Wall Home Update – Councilwoman Cindy Johnson updated the council that we have
received the permit that we have been waiting on from the county. The town’s attorney has
been working with Marty Marion on the bid packages.
3. Town Hall Park Construction – No report
4. MPO – High Point – No report.
5. MPO – Winston Salem – Mayor Todd advised he was not in attendance. No report

At 7:47 PM., Councilman Mark Swaim moved to adjourn, seconded by Councilwoman Cindy Johnson,
with the motion being approved unanimously.
