PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro
Tempore Zane Hedgecock, Council Members, Mark Swaim, Lynn Reece, Steve Yokeley, and Cindy
Johnson. The Town Attorney, Jay Wagner was present.
After an invocation by Mayor Pro Tempore Zane Hedgecock, Councilman Lynn Reece led the pledge of
allegiance to the American flag.
MOTION FOR APPROVAL OF AGENDA
Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented, Councilman
Lynn Reece seconded, and the motion passed unanimously.
MOTION FOR APPROVAL OF DRAFT MINUTES
December 08, 2020 Regular Meeting Minutes
MINUTES for the above meeting were unanimously approved on motion by Councilman Steve Yokeley
seconded by Councilwoman Cindy Johnson.
PUBLIC SESSION
There were no speakers during the public comment period.
BUSINESS TO BE DISCUSSED AND/OR ACTED UPON:
1. Davidson County Sheriff Richie Simmons attended the meeting and gave an update. They are
being pro active with COVID and working to keep the virus out of the jail and all healthy. They
are heavily recruiting currently. They are always working on crime prevention with citizen
workshops and are using the office in the Wallburg Town Hall on a regular basis.
2. Marty Marion with Metropolis Architecture gave an update on the Wall Home Renovation
project. The bid process is completed and introduced Blakeley Landscape and Wilson-Covington
Construction who were awarded the bids for renovation work. Once all of the contracts are sign
by all parties there will be a meeting to establish the start date.
3. Resolution #21-001 to contract with Wilson-Covington Construction for renovation of the
George W. Wall home. Councilman Mark Swaim moved to accept the resolution; Councilwoman
Cindy Johnson seconded. The resolution was passed unanimously. Resolution #21-002 to
contract with Blakley Farm & Landscape services for the landscaping at George W. Wall home.
Councilman Steve Yokeley move to accept the resolution, Councilman Lynn Reece seconded, the
motion passed unanimously.

1. Finance Update – December 31, 2020
Mark Swaim gave a brief update on the finances of the Town:
CASH $ 2,900,164.73
CAPITAL FUND-First National $ 658,549.32
MONEY MARKET-Capital Bank $ 249,468.75
TAXES RECEIVABLE $ 7,862.84
DUE FROM OTHER GOVTS. $ 156,924.30
TOTAL: $ 3,972,969.94
2. Wall Home Update – Marty Marion attended with update
3. Town Hall Park Construction – Councilman Yokeley advised that they are receiving bids for
the park garage. Hoping to have more bids and a decision made at the next meeting.
4. MPO – High Point – No report
5. MPO – Winston Salem – No report.
OTHER INFORMATION:
No other information.
At 7:31P.M., Councilman Lynn Reece moved to adjourn, seconded by Councilman Steve Yokeley, with
the motion being approved unanimously.
