Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. March 09, 2021 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Mark Swaim, Lynn Reece, and Cindy Johnson. The Town Attorney, Jay Wagner was present. Councilman Steve Yokeley. After an invocation by Mayor Pro Tempore Zane Hedgecock, Councilwoman Cindy Johnson led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilman Lynn Reece made a motion to approve the agenda as presented, Councilwoman Cindy Johnson seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  February 09, 2020 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilwoman Cindy Johnson seconded by Councilman Mark Swaim. PUBLIC SESSION There were no speakers during the public comment period. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: No new business to be acted upon. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – February 28, 2021 Mark Swaim gave a brief update on the finances of the Town: CASH $ 2,995,498.02 CAPITAL FUND-First National $ 658,703.59 MONEY MARKET-Capital Bank $ 249,216.60 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 4,068,195.35 1 2. Wall Home Update – First construction meeting successfully held with contractors and architects. Septic System has been moved and process complete. Change order #1 – $18,426 to remove old building that was buried years ago. Councilman Mark Swaim moved to approve change order #1 for removal of old building underground, Mayor Pro Tempore Zane Hedgecock seconded. Motion carried unanimously. A tentative completion date is set for October 15 to October 28, 2021. 3. Town Hall Park Construction – Don Dix gave a brief report on upcoming events scheduled for the park Amphitheatre. The park activity has increased as weather has warmed. 4. MPO – High Point – No report 5. MPO – Winston Salem – No report. OTHER INFORMATION: Councilman Mark Swaim on behalf of the town council expressed sympathy to Mayor Allen Todd at the recent loss of his father. Councilman Swaim also advised that a previous council member, Jerry Weavil passed away on March 07, 2021. Mayor Pro Tempore Zane Hedgecock shared the information below regarding a financial update for the State of North Carolina: Office of the State Controller Releases February 2021 Financial Report Raleigh, NC – March 9, 2021 – For Fiscal Year 2021, when compared to the prior year through February, North Carolina experienced an increase in General Fund receipts which includes tax and non-tax receipts. Tax revenues increased by $2.4 billion or 15.5 percent, and non-tax revenues decreased by $80.1 million, or 14.2 percent as compared to the previous year. The General Fund’s unreserved fund balance as of February 2021 was $5.4 billion as compared to $2.3 billion as of February 2020. More detailed information is contained in the most recent monthly report on the General Fund compiled by the Office of the State Controller. This report can be found at www.osc.nc.gov. Click on the “General Fund Monthly Reports” button. The OSC website includes General Fund monthly budgetary basis financial information back through June 1998.
