Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. April 13, 2021 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Mark Swaim, Lynn Reece, and Steve Yokeley. The Town Attorney, Jay Wagner was present. Councilwoman Cindy Johnson was absent. After an invocation by Councilman Mark Swaim, Councilman Steve Yokeley led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilman Lynn Reece made a motion to approve the agenda as presented, Councilman Steve Yokeley seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  March 09, 2021 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Mark Swaim, seconded by Mayor Pro Tempore Zane Hedgecock. PUBLIC SESSION There were no speakers during the public comment period. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: Attorney Jay Wagner communicated to the council that the town will be receiving Covid -19 relief funds from the federal government. There will be to allocations, one in May of 2021. There are no details for usage guidelines, he will advise as soon as the information is available. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – March 31, 2021 Mark Swaim gave a brief update on the finances of the Town: CASH $ 3,006,257.83 CAPITAL FUND-First National $ 658,792.92 MONEY MARKET-Capital Bank $ 249,216.60 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 4,079,054.49  2. Wall Home Update – Councilman Mark Swaim showed a power point of the inside in the Wall Home where the renovation is underway. The process is moving ahead well. They are looking at a possible future special meeting to walk through and compare the before and after renovation work. 3. Town Hall Park Construction – Councilman Steve Yokeley advised that the position of the maintenance garage in the park may be relocated due to power line easements that could be in the way of the original plan. 4. MPO – High Point – Councilman Lynn Reece attended the virtual MPO meeting. Nothing was discussed in regards to the Town of Wallburg. 5. MPO – Winston Salem – Mayor Todd Detailed the action items that were on the agenda for the MPO meeting. OTHER INFORMATION: Mayor Todd expressed his appreciation the council for their benevolence and remembering him during the passing of his father. Attorney Jay Wagner is currently working on NCGS 160D At 8:02P.M., Councilman Mark Swaim moved to adjourn, seconded by Councilman Lynn Reece, with the motion being approved unanimously.
