MINUTES
PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro
Tempore Zane Hedgecock, Council Members, Lynn Reece, Steve Yokeley, and Councilwoman Cindy
Johnson. Councilman Mark Swaim was absent. The Town Attorney, Jay Wagner was present along
with Donna Alwine, Town Clerk.
After an invocation by Councilman Steve Yokeley, Councilwoman Cindy Johnson led the pledge of
allegiance to the American flag.
MOTION FOR APPROVAL OF AGENDA
Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented,
Councilwoman Cindy Johnson seconded, and the motion passed unanimously.
MOTION FOR APPROVAL OF DRAFT MINUTES
April 13, 2021 Regular Meeting Minutes
MINUTES for the above meeting were unanimously approved on motion by Councilman Steve
Yokeley, seconded by Councilman Lynn Reece.
PUBLIC SESSION
There were no speakers during the public comment period.
BUSINESS TO BE DISCUSSED AND/OR ACTED UPON:
1. Proclamation acknowledging Community Action Partnership. This organization has positively
impacted Davidson County providing assistance such as shelter, food and assisted in education
and job placement for those in need. Mayor Pro Tempore moved to accept the Proclamation
attached and read by the mayor. Councilman Steve Yokeley seconded. The motion carried
unanimously.
2. The Draft Budget for the year 2021-2022 was presented by Andy Brinkley on behalf of the
finance committee. He read the budget message and the draft budget was distributed.
Councilman Steve Yokeley moved to set a public hearing for June 8, 2021 for the draft budget to
be heard. Councilwoman Cindy Johnson seconded. The motion carried unanimously.
3. Closed Session related to a real estate matter. Councilman Steve Yokeley motioned to enter
closed session at 7:12 P.M. Councilwoman Cindy Johnson Cindy Johnson seconded. The motion
carried unanimously. The town council went into closed session. At 7:29 P.M. Councilman
Steve Yokeley motioned to close the closed session meeting. Councilman Lynn Reece seconded.
The motion carried unanimously. The town council returned to the regular meeting.

1. Finance Update – March 31, 2021

2. Wall Home Update – Marty Marion gave an extensive update on the progress of the Wall
Home renovation. The parking lot is roughed in, structured improvements on main floor,
basement, crawl space, ramp and future entrance. Electrical roughed in, light fixture and paint
colors selected. During the construction process a faulty roof has been discovered. There are
multiple areas of damage. It is suggested by the architects that a new roof be installed so there
are no future concerns to place damage on any newly constructed structures in the home. A
consensus was given from the town council for quotes and types of roofs to be gathered to be re-
visited in upcoming meetings.
3. Town Hall Park Construction – Councilman Steve Yokeley advised that the picnic tables in
the shelters have been secured under the shelters. The little free library box is now installed.
Resubmitted a site plan to the county for new location of the maintenance building. The rafters
for that building have been delivered.
4. MPO – High Point – Councilman Lynn Reece attended the virtual MPO meeting. Nothing was
discussed in regards to the Town of Wallburg.
5. MPO – Winston Salem – Mayor Todd Detailed the action items that were on the agenda for
the MPO virtual meeting. Nothing in regards to the Town of Wallburg were discussed.
OTHER INFORMATION:
Attorney Jay Wagner has distributed the first draft for the NCGS 160D required changes. As much of
our previous zoning ordinance were incorporated according to the mandatory changes. The planning
board will meet that their regular scheduled meeting to review and possibly adopt the new ordinance or
advise changes/corrections. Mayor Pro Tempore moved to imitate a public hearing for the 160D zoning
changes for June 8, 2021. Councilman Steve Yokeley seconded. The motion carried unanimously.
At 8:12P.M., Mayor Pro Tempore moved to adjourn, seconded by Councilman Lynn Reece, with the
motion being approved unanimously.
