Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. June 08, 2021 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the mayor, and Council Members, Lynn Reece, Cindy Johnson and Councilman Mark Swaim. Mayor Pro Tem Zane Hedgecock and Councilman Steve Yokeley was absent. The Town Attorney, Jay Wagner was present along with Donna Alwine, Town Clerk. After an invocation by Councilman Lynn Reece, Councilwoman Cindy Johnson led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilwoman Cindy Johnson made a motion to approve the agenda as presented, Councilman Lynn Reece seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  May 11, 2021 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilwoman Johnson, seconded by Councilman Mark Swaim. PUBLIC SESSION There were no speakers during the public comment period. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Public Hearing – proposed town budget 2021-2022 year presented. At 7:02 P.M. Councilman Mark Swaim moved to open public hearing. Councilman Lynn Reece seconded. The public hearing was open – there were no comments. At 7:07 P.M. Councilman Lynn Reece moved to close the public hearing; Councilman Mark Swaim seconded. The public hearing was closed. Budget Ordinance Fiscal Year 2021-2022, Councilwoman Cindy Johnson moved to approve the ordinance, Councilman Lynn Reece seconded. The motion carried and the ordinance was approved. 2. Public Hearing – NCGS 106D Mandatory Zoning Ordinance Changes- Councilwoman Cindy Johnson moved to open the public hearing at 7:07 P.M. – there were no public comments. Councilman Mark Swaim moved to close the public hearing at 7:08 P.M. Councilman Mark Swaim moved to accept the new zoning ordinance that was previously approved by the planning board in the month of May 2021. Councilwoman Cindy Johnson seconded. The new zoning ordinance mandatory 160D changes have been accepted. 3. Closed Session for Real Estate Matter – Councilwoman Cindy Johnson moved to go into closed session at 7:10 P.M. Seconded by Councilman Mark Swaim, the motion carried and the council went into closed session. At 7:16 P.M. the council returned to the chambers and Councilwoman Cindy Johnson moved to close the closed session. Councilman Mark Swaim seconded. The council closed session was closed. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – March 31, 2021 CASH $ 3,006,186.64 CAPITAL FUND-First National $ 658,949.96 MONEY MARKET-Capital Bank $ 249,216.60 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 4,079,140.34 2. Wall Home Update – Marty Marion attended the meeting and updated the council on the wall home renovation. The work is progressing on schedule being slightly ahead at this time. All is roughed in on the inside with approvals back. Lights selected along with interior paint. 3. Town Hall Park Construction – Councilman Yokeley absent. Don Dix, Park Superintendent advised that we have a new park maintenance helper on staff part-time, Hugh Keaton. 4. MPO – High Point – Councilman Lynn Reece was absent from the virtual meeting. 5. MPO – Winston Salem – Mayor Todd Detailed the action items that were on the agenda for the MPO virtual meeting. Nothing in regards to the Town of Wallburg were discussed. OTHER INFORMATION: At 7:31P.M., Councilman Mark Swaim moved to adjourn, seconded by Councilwoman Cindy Johnson, with the motion being approved unanimously.
