Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. July 13, 2021 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, and Council Members, Lynn Reece, Cindy Johnson and Councilman Mark Swaim. Steve Yokeley was absent. The Town Attorney, Jay Wagner was present along with Donna Alwine, Town Clerk. After an invocation by Councilman Mark Swaim, Mayor Pro Tempore Zane Hedgecock led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilman Mark Swaim made a motion to approve the agenda as presented, Mayor Pro Tempore Zane Hedgecock seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  June 08, 2021 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Mark Swaim seconded by Councilwoman Cindy Johnson. PUBLIC SESSION There were no speakers during the public comment period. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Closed Session for Real Estate Matter – Councilwoman Cindy Johnson moved to open the closed session at 7:02 P.M. Councilman Mark Swaim seconded. The town council went into closed session. At 7:06 P.M. Councilman Mark Swaim moved to close the closed session. Councilman Cindy Johnson seconded. The closed session was closed and the town council returned back to regular meeting. The town received a contract by the seller of 8411 N NC Hwy 109, Winston Salem, NC 27107. Attorney Jay Wagner read the tax parcel and will close the property as soon as possible. Councilman Mark Swaim moved to approve the contract and allow the mayor to execute the contract. Councilman Councilwoman Cindy Johnson seconded. The motion was approved unanimously. 2. Change Order for Wall Home from three proposals for roof repair with new flashing and new boards. Councilman Mark Swaim moved to accept the change order and amount of $28,144.00. Councilwoman Cindy Johnson seconded. The motion carried with a unanimous vote. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – June 30, 2021 CASH $ 2,903,440.99 CAPITAL FUND-First National $ 658,028.49 MONEY MARKET-Capital Bank $ 249,216.60 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 3,976,473.22 2. Wall Home Update – Marty Marion attended the meeting and updated the council on the wall home renovations progress. 3. Town Hall Park Construction – No report 4. MPO – High Point – Councilman Lynn Reece was absent from the virtual meeting. 5. MPO – Winston Salem – Mayor Todd Detailed the action items that were on the agenda for the MPO virtual meeting. Nothing in regards to the Town of Wallburg were discussed. OTHER INFORMATION: At 7:27 P.M., Councilman Mark Swaim moved to adjourn, seconded by Councilwoman Cindy Johnson, with the motion being approved unanimously.
