Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. October 12, 2021 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Councilman Mark Swaim, and Steve Yokeley. The Town Attorney, Jay Wagner was present along with Donna Alwine, Town Clerk. Councilman Lynn Reece was absent. After an invocation by Mayor Pro Tempore Zane Hedgecock, Councilman Mark Swaim led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilwoman Cindy Johnson made a motion to approve the agenda as presented, Councilman Mark Swaim seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  September 14, 2021 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Steve Yokeley, seconded by Councilwoman Cindy Johnson PUBLIC SESSION There were no speakers during the public comment period. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Reschedule Public Hearing date for November 9, 2021motioned by Councilman Steve Yokeley, Seconded by Councilman Mark Swaim. Motion carried unanimously. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – October 12, 2021 CASH $ 3,161,134.37 CAPITAL FUND-First National $ 659,312.55 MONEY MARKET-Capital Bank $ 249,216.60 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 4,234,450.66 2. Wall Home Update – Councilman Mark Swaim attended the Wall Home progress meeting today. Everything is on schedule for middle of November to be close to occupancy. Grass pavers are to be in next week, waiting on a few electrical fixtures, deciding on historical placement signage, looking into additional guttering to protect home. Mayor Pro Tempore introduced Michelle DeLapp. She addressed the council introducing herself and giving her current and past work history. She advised the many museums required specifics for the Wall Home. Mr. Hedgecock suggested to the council for a 6 month consulting contract at approximately 20 hours a month for consulting services to bring the Wall Home to completion for the public and preparation of a curator. She will be paid $1.000 per month and at the end of six months will then reassess the need. There was a unanimous consensus by the town council. The town attorney will draw up a contract and bring back to the council for review. 3. Town Hall Park Construction – Councilman Steve Yokeley advised the maintenance building brick work is 2/3rd complete and moving along successfully. 4. MPO – No report 5. MPO – No report -Mayor Allen Todd and Councilman Steve Yokeley had a productive meeting with Pat Ivey with NC DOT. They presented traffic concerns and conditions looking to improve the conditions with several possibilities discussed. OTHER INFORMATION: Election coming up November 2, 2021. State Fair begins this Thursday. The town garbage contract renewal ad is going out soon to receive bids for municipal trash collection.
