Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. November 09, 2021 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Councilman Mark Swaim, Steve Yokeley., Lynn Reece, and Councilwoman Cindy Johnson. The Town Attorney, Jay Wagner was present along with Donna Alwine, Town Clerk. After an invocation by Councilman Steve Yokeley, Councilwoman Cindy Johnson led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilman Steve Yokeley made a motion to approve the agenda with an addition of item #4 Duke Energy Utility Easement on Haeco property, Councilwoman Cindy Johnson seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  October 12, 2021 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Lynn Reece, seconded by Councilman Mark Swaim. PUBLIC SESSION Seth Heath with GFL addressed the council thanking them for their partnership with the town. He recognized the ongoing concerns with trash pickup. It has been a challenge, but would like to be considered for contract renewal. They would appreciate the opportunity to work with us. They have invested a lot of capital into truck and equipment hoping to enhance their service. There were no speakers during the public comment period. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Public Hearing – 160D Statutory Requirement Changes to Subdivision Ordinance. Last part to be compliant with the new statutory requirements for 160D. There were no speakers. Councilman Steve Yokeley moved to approve the Ordinance. Councilwoman Cindy Johnson seconded. The motion was unanimously approved. 2. Eddie Carrick, CPA presented the 2020-2021 town audit. He expressed his appreciate to the town and the council for the opportunity to serve them. His door is always open for any questions or concerns. He thanked the towns bookkeeping service, Joe Wright and Ora Fulp for a great job along with the towns finance committee. The town received a clean opinion and a really good year. Pages 3-9 of the audit is a great place to reference the year. The State Treasurers office has changed procedures and they are implementing those changes. 3. Jay Wagner reported that the town received two bids for the municipal garbage contract up for renewal. GFL and Waste Management. He will review the, both and prepare for the council to review. Councilman Mark Swaim thanked Seth Heath with GFL for attending. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – October 12, 2021 CASH $ 3,248,677.43 CAPITAL FUND-First National $ 659,376.86 MONEY MARKET-Capital Bank $ 249,216.60 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 4,322,058.03 2. Wall Home Update – The Wall Home is now completed and has been inspected. The completion is beautiful and looking forward to moving ahead to furnish. 3. Town Hall Park Construction – Councilman Steve Yokeley advised the maintenance building insulation is being installed today and the garage door is on order. 4. MPO – There was an in-person meeting held on 10/19/2021 there was nothing discussed in regards to the Town of Wallburg. 5. MPO –Mayor Allen Todd was not in attendance for the meeting, he read over the action items off the agenda and nothing was pertaining to the Town of Wallburg. Pat Ivey with NC DOT plans to be in attendance to discuss Hwy 109 concerns at the December council meeting. OTHER INFORMATION: The town experienced a mail fraud case of an accounts payable check that was mailed out. The US Postal Service and the Davidson County Sheriff’s office has an open investigation case for this mail fraud.
