Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. December 14, 2021 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Councilman Mark Swaim, Steve Yokeley., Lynn Reece, and Councilwoman Cindy Johnson. The Town Attorney, Jay Wagner was present along with Donna Alwine, Town Clerk. After an invocation by Councilman Lynn Reece, Councilwoman Cindy Johnson led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilman Mark Swaim made a motion to approve the agenda with an addition of item #6 Resolution #21-017. Councilwoman Cindy Johnson seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  November 9, 2021 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Lynn Reece, seconded by Councilman Mark Swaim. PUBLIC SESSION There were no speakers during the public comment period. 1. Senator Steve Jarvis attended the council meeting and administered the oath of office to the newly elected officials. Mayor Allen Todd, Councilman Zane Hedgecock and Councilman Steve Yokeley. 2. Councilman Steve Yokeley moved to accept Resolution # 21-015 to appoint Zane Hedgecock Mayor Pro Tem. It was a unanimous vote, the motion carried. 3. Councilman Mark Swaim moved to accept Resolution # 21-014 to establish 2022 regular meeting dates for the town council meetings. Councilman Steve Yokeley seconded. The motion carried with unanimous vote. 4. Resolution #21-016 to contract Michelle DeLapp for consulting services for the Wall Home for a six-month period and then to be re-evaluated. Mayor Pro Tempore Hedgecock moved to accept the resolution, Councilwoman Cindy Johnson seconded. The motion was passed unanimously. 5. Pat Ivey with NC Department of Transportation presented to the town council a power point presentation with options for Hwy 109 safety improvements. There is a town council consensus to move ahead with a DOT workshop possibly in March to have the public and the Department of Transportation to come together in a workshop to look at potential safety solutions for HWY 109.  6. Councilman Steve Yokeley moved to accept Resolution #21-017- Accepting American Rescue Plan Act Funds. Councilman Mark Swaim seconded and the motion was unanimously passed. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – October 12, 2021 CASH $ 3,248,677.43 CAPITAL FUND-First National $ 659,376.86 MONEY MARKET-Capital Bank $ 249,216.60 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 4,322,058.03 2. Wall Home Update – Mayor Pro Tempore Hedgecock advised that after the Christmas holiday looking to have a meeting with the friend’s group and Michelle DeLapp. Plans to have open house as is in January and then late Spring/early Summer a full open house. Councilman Mark Swaim discussed the Wall home parking options/existing permeable grass parking area. There are three choices, pavers, asphalt or concrete or concrete cobblestone stamp. A town council consensus for option #3 concrete cobblestone stamp. They will seek proposals from Blakeley and Stimmell. A changed site plan will have to be resubmitted back to the county. 3. Town Hall Park Construction – Councilman Steve Yokeley advised the maintenance building is awaiting the garage door and its installation. 4. MPO – Councilman Lynn Reece was not in attendance – there was nothing in regards to the Town of Wallburg mentioned 5. MPO –Mayor Allen Todd was not in attendance for the meeting – there was nothing discussed in regards to the town. OTHER INFORMATION: Mayor Pro Tempore Zane Hedgecock mentioned the town having a newsletter for the community to see what is going on and any current information. He is getting the details and will advise at the next meeting the cost and information to have done. Mayor Pro Tempore Hedgecock thanked the General Assembly for their generous funding given to the Town of Wallburg in this year’s budget. Attorney Jay Wagner advised that next month will be the time to approve the town’s new garbage contract.
