Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. March 08, 2022 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Pro Tempore called the meeting to order at 7:00 P.M. Present were the Mayor Allen Todd, Mayor Pro Tempore Zane Hedgecock, Council Members, Councilman Mark Swaim, Steve Yokeley, Lynn Reece, and Councilwoman Cindy Johnson. The Town Attorney, Jay Wagner was present along with Donna Alwine, Town Clerk. After an invocation by Mayor Pro Tempore Zane Hedgecock, Councilwoman Cindy Johnson led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilman Mark Swaim made a motion to approve the agenda as presented. Councilman Cindy Johnson seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  February 08, 2022 - Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Steve Yokeley seconded by Mayor Pro Tempore Zane Hedgecock. PUBLIC SESSION Christopher Jessup, 135 Harmon Drive, Thomasville, NC. He is the Chairman of the Davidson County Republican Party, he introduced himself to the council and invited them to attend the upcoming convention to be held at Mt. Zion Wesleyan Church in Thomasville. He welcomed the council to reach out to him at any time. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Closed Session – Attorney/Client Privilege Councilman Steve Yokeley moved to open the closed session meeting at 7:04PM. Seconded by Councilwoman Cindy Johnson. The motion carried unanimously. After the council returned from the closed session meeting, Councilman Steve Yokeley moved to close the closed session meeting at 7:40PM. Councilwoman Cindy Johnson seconded, the motion carried unanimously. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – Finance Officer Mark Swaim - February 28, 2022 financial report  Mark Swaim reported that due to the increase of the purchases for the Wall Home Furnishings the Credit Card for First National Bank is to be allocated for a credit limit of $20,000.00 for the town. The credit cards are held by and remain by Mark Swaim, Allen Todd and Donna Alwine. Finance Officer, Mark Swaim, is authorized to sign the credit application for the increase of credit on behalf of the town. With the ability to lower the credit limit in the future as the need for higher credit is no longer necessary. Many of the businesses for antique purchases only take credit card sales. Wall Home Update – Mayor Pro Tempore Zane Hedgecock updated the council on the Wall Home project. He and Councilwoman Johnson met with the “friends’ group” on February 15, 2022. It was a productive meeting and will be held on the 3rd Tuesday of each month and a meeting for sub-committees on the 4th Thursday of each month. These meetings are advisory committee meetings only and will be held at the Wall Home. The group is working on a name for the Wall Home, mission statement and a sign for the home. They are looking forward to the next meeting with a Historian and a Genealogist guest will be attending their meeting. Andy Brinkley is working on security and internet for the home. Michelle DeLapp along with the friend’s group is working to collect/purchase furnishings for the home in its era. She is also assisting with setting up the office there and the procedures along with refining the job description for the curator. The Wall Home will be a part of the Davidson County Bicentennial Tour on September 17, 2022. The first phase of the tour will begin at Abbotts Creek then lunch at the town hall park, followed by a tour of the Wall Home. 3. Town Hall Park Construction – Councilman Steve Yokeley would welcome any ideas or information in regards to a cover for the amphitheater stage area. Energy United will be contacted to confirm any restrictions. Councilman Yokeley is also open for suggestions for town hall park dedication/grand opening ideas. Food trucks, entertainment, ceremony, etc. ideas. 4. High Point MPO – Councilman Lynn Reece advised no meeting was held. 5. Winston Salem MPO – Mayor Allen Todd – no report – Mayor Todd to reach out to Pat Ivey to get the status of the Hwy 109 road widening project update. OTHER INFORMATION: Mayor Allen Todd thanked all for attending and expressed appreciation to all committees and members for their work. He asks for prayer for the family of former council member, Gary Craver, to be remembered due to his recent passing.
