Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. April 12, 2022 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Pro Tempore called the meeting to order at 7:00 P.M. Present were the Mayor Allen Todd, Mayor Pro Tempore Zane Hedgecock, Council Members, Councilman Mark Swaim, Lynn Reece, and Councilwoman Cindy Johnson. Councilman Steve Yokeley was absent. The Town Attorney, Jay Wagner was present along with Donna Alwine, Town Clerk. After an invocation by Councilman Lynn Reece, Councilman Mark Swaim led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilwoman Cindy Johnson made a motion to approve the agenda as presented. Councilman Lynn Reece seconded, and the motion passed unanimously. MOTION FOR APPROVAL OF DRAFT MINUTES  March 08, 2022 - Regular Meeting Minutes MINUTES for the above meeting were unanimously approved on motion by Councilman Mark Swaim seconded by Councilwoman Cindy Johnson. PUBLIC SESSION Frank Lankford, Jr. Introduced himself and gave brief background of himself and family. He would appreciate being considered for vote in upcoming Davidson County Commissioner election. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Accounts Payable Procedure - The weekly accounts payable procedure is now put on paper and confirmed with a resolution. Mayor Pro Tempore Hedgecock moved to accept Resolution #22- 003. Councilwoman Cindy Johnson seconded. The motion carried unanimously. 2. Resolution #22-002 Contract with Chris Hedgecock dba CMH Concrete. Wall Home stamped concrete in parking lot area. Councilman Mark Swaim moved to accept Resolution #22-002, Councilwoman Cindy Johnson seconded. The motion carried unanimously. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – Finance Officer Mark Swaim – March 31, 2022 financial report CASH $ 970,001.84 CAPITAL FUND-First National $ 659,617.34 MONEY MARKET-Capital Bank $ 248,881.37 MONEY MARKET FIRST NATIONAL $ 1,880,287.93 AMERICAN RESCUE COVID Fund Account $ 363,760.47 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 4,287,336.09 2. Wall Home Update – The Friends of the Wall Home committee are deciding on an official name then will move ahead with signage at the property. Tony Fowler will be contracted to construct the outdoor gazebo/pergola and garden shed. Andy Brinkley submitted quote from Piedmont Protective Services for home alarm system. Mayor Pro Tempore Hedgecock approved and Councilman Mark Swaim seconded. Unanimously approved. The Attorney will draft contract and resolution for the contract. They are 6-8 weeks out on installation. Per Mr. Brinkley the phone line and internet are operational and has laptop ready to install in the home. 3. Town Hall Park Construction – No report 4. High Point MPO – Councilman Lynn Reece attended most recent meeting on March 22, 2022. Nothing discussed in regards to the Town of Wallburg. 5. Winston Salem MPO – Mayor Allen Todd – no report OTHER INFORMATION: Council Discussion and consensus for the funds that were allotted to the town from the NC General Assembly 2021-22 budget year are to be used as directed. Allocated Park funds for park use, possible amphitheater covering. Allocated funds for discretionary funds to cover Wall Home expenses, possibly outside construction areas.
