Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. June 14, 2022 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Mark Swaim, Lynn Reece, and Steve Yokeley. Councilwoman Cindy Johnson was absent. The Town Attorney, Jay Wagner was present. The Town Clerk, Donna Alwine, was absent. After an invocation by Councilman Steve Yokeley, Councilman Lynn Reece led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilman Lynn Reece made a motion to approve the agenda as presented, Councilman Mark Swaim seconded, and the motion passed unanimously (4-0). MOTION FOR APPROVAL OF DRAFT MINUTES  May 10, 2022 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved (4-0) on motion by Councilman Steve Yokeley seconded by Mayor Pro Tem Zane Hedgecock. PUBLIC SESSION There were no speakers during the public comment period. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Proposed 2022-2023 Town of Wallburg Annual Budget Ordinance: 22-001. - Councilman Steve Yokeley made a motion to open the public hearing, which was seconded by Councilman Mark Swaim, and approved by a unanimous vote (4-0). - Mark Swaim spoke about the budget and the public’s ability to view the budget at the Town Hall. There were no speakers from the public during the public hearing. - Councilman Steve Yokeley made a motion to close the public hearing, which was seconded by Councilman Lynn Reece, and approved by a unanimous vote (4-0). - Motion was then made to approve the budget ordinance (22-001) by Councilman Steve Yokeley, seconded by Mayor Pro Tem Zane Hedgecock, which was approved by a unanimous vote of 4-0. 2. Report of the Grants Committee. - Councilman Mark Swaim presented a request from the Wallburg Athletics Association in the amount of $17,350.00 for the purchase and construction of new gravel, a new roof on the concessions building, meeting rooms, equipment storage and restrooms, and tree removal at the Wallburg Athletics Association property on Motsinger Road. After discussion of the proposal, Concilman Mark Swaim made a motion to approve Resolution 22-007 to award 1  the Wallburg Athletics Association a grant of $17,350.00 for the project, which was seconded by Mayor Pro Tem Zane Hedgecock. The motion was approved unanimously (4- 0). - Mark Swaim then reported that a proposed grant in regard to the Wallburg Fire Department was not ready for presentation to the Council. 3. Property at 8411 N. NC Hwy 109. - Councilman Steve Yokeley stated that the demolition of the property at 8411 N. NC Hwy 109 has been delayed due to the presence of asbestos at the property. Councilman Yokeley obtained a quote from KTF Contractor Services, LLC in the amount of $24,220.00 for asbestos removal at the property. - Councilman Yokeley made a motion for approval of Resolution 22-008 to contract with KTF Contractor Services, LLC for asbestos removal at 8411 N. NC Hwy 109 which was seconded by Mayor Pro Tem Zane Hedgecock. The motion was approved unanimously, 4- 0. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – May 31, 2022 Mark Swaim gave a brief update on the finances of the Town: CASH $ 967,191.81 CAPITAL FUND-First National $ 659,893.87 MONEY MARKET-Capital Bank $ 248,881.37 MONEY MARKET-First National $ 1,881,787.28 COVID Fund Account $ 363,912.96 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 4,286,454.43 2. Wall Home Update – Mayor Pro Tem Zane Hedgecock stated that the website for the Wall Home is up. He also presented a sign design which was approved by the Council by consensus. He also proposed three part-time positions for the operation of the museum, beginning with a “Gallery Associate” position paying $14-$20 per hour. There was a discussion of the hours of operation of the museum at the Wall Home. Thursday through Saturday between 10:00AM- 2:00PM was proposed. Councilman Mark Swaim then spoke for the absent Councilwoman Cindy Johnson about starting Phase 2 of the exterior work at the Wall Home: garden shed, pergola, picket fences and greenhouse. Planning is underway for these projects. Mayor Pro Tem Zane Hedgecock then talked about the type of information that will be available at the museum and read a letter from former Wallburg resident and World War II veteran Ralph Green which was sent to his sister in Wallburg prior to his death in Europe. 3. Town Hall Park Construction – Councilman Steve Yokeley stated that all projects at the Town Hall Park are complete, except options for a cover for the amphitheater. 4. MPO – High Point – No report – HPMPO did not meet. 5. MPO – Winston Salem – Mayor Todd reported on the WSMPO meeting and that NCDOT is working on the NC109/Motsinger Rd. project. OTHER INFORMATION: No other information. ADJOURNMENT 2 Councilman Mark Swaim moved to adjourn, seconded by Councilman Lynn Reece, with the motion being approved unanimously (4-0).
