Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. July 12, 2022 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Mark Swaim, Lynn Reece, Steve Yokeley, and Councilwoman Cindy Johnson. The Town Attorney, Jay Wagner was present along with the town clerk Donna Alwine. After an invocation by Mayor Pro Tempore Zane Hedgecock, Councilwoman Cindy Johnson led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilman Mark Swaim made a motion to approve the agenda as presented, Councilwoman Cindy Johnson seconded, and the motion passed unanimously. (5-0). MOTION FOR APPROVAL OF DRAFT MINUTES  June 14, 2022 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved (5-0) on motion by Councilwoman Cindy Johnson seconded by Councilman Lynn Reece. PUBLIC SESSION There were no speakers during the public comment period. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Closed Session for Attorney/Client Privilege At 7:02 P.M on a motion by Councilman Steve Yokeley, seconded by Councilwoman Cindy Johnson (5-0) the closed session meeting opened with unanimous votes. (5-0) When the council returned to the chambers at 7:12 P.M. Councilman Steve Yokeley motioned to closed the close session meeting, Councilman Mark Swaim seconded. Unanimously passed (5-0). REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – June 30, 2022 Mark Swaim gave a brief update on the finances of the Town: CASH $ 1,006,537.73 CAPITAL FUND-First National $ 660,137.94 MONEY MARKET-Capital Bank $ 248,881.37 MONEY MARKET-First National $ 1,883,179.29 1 COVID Fund Account $ 364,047.56 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 4,327,571.03 2. Wall Home Update – Mayor Pro Tempore Hedgecock stated his conversation with Senator Steve Jarvis advised state budget amount for the Wall Home Improvements this year recently passed for $75,000. Phase #2 outdoor bids are being received. Mayor Pro Tempore Zane Hedgecock. He advised that the personnel committee has hired a curator for the Wall Home. Donna Smith who is also a volunteer on the Friends of the Wall Home Committee took the position. When the home is opened the hours plan to be Thursday – Saturday, 10-2 pm but Donna Smith will be there 9-2 for those days. At the current time she is working various hours and days to prepare for the opening, Signs for the home were discussed. The outdoor yard sign will be two sided and white background. There will be smaller signs with days and times open to be placed in the yard to be viewed. Councilman Mark Swaim moved to approve the signage and placement. Councilwoman Cindy Johnson seconded. Unanimously approved (5-0) Tony Craven will be contacted with the details. 3. Town Hall Park Construction – Councilman Steve Yokeley advised that Tony Fowler is looking into amphitheater cover options. 4. MPO – High Point – No report – HPMPO did not meet. 5. MPO – Winston Salem – Mayor Todd reported there is a meeting this week. OTHER INFORMATION: No other information. ADJOURNMENT At 7:50 P.M.
