Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. August 9, 2022 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Mark Swaim, Cindy Johnson, and Steve Yokeley. The Town Attorney, Jay Wagner was present. The Town Clerk, Donna Alwine, was absent. After an invocation by Mayor Pro Tem Zane Hedgecock, Councilman Steve Yokeley led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tem Zane Hedgecock made a motion to approve the agenda as presented, Councilwoman Cindy Johnson seconded, and the motion passed unanimously (4-0). MOTION FOR APPROVAL OF DRAFT MINUTES  July 12, 2022 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved (4-0) on motion by Councilman Steve Yokeley seconded by Councilman Mark Swaim. PUBLIC SESSION There were no speakers during the public comment period. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: - Principal Kelsey Greer from Wallburg Elementary School presented a proposal for several potential grant funding opportunities at the school. A handout outlining the proposals was provided. The proposals will be referred to the grants committee for consideration. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – July 31, 2022 Mark Swaim gave a brief update on the finances of the Town: CASH $ 1,052,105.27 CAPITAL FUND-First National $ 660,426.41 MONEY MARKET-Capital Bank $ 248,881.37 MONEY MARKET-First National $ 1,885,199.19 COVID Fund Account $ 364,206.64 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 1  TOTAL: $ 4,375,606.02 2. Wall Home Update – Mayor Pro Tem Zane Hedgecock made a motion to approve Resolution 22-010 to Amend the Consulting Agreement with Michelle Delapp to extend the agreement through the end of 2022. The motion was seconded by Councilman Steve Yokeley, and was approved by a vote of 4-0. The Council then had a discussion about the possible construction of a sidewalk from the Wallburg Elementary School property line to the Wall Home. They discussed a quote for the work they received from Chris Hedgecock in the amount of $7,500.00. Upon motion by Mark Swaim, seconded by Steve Yokeley, the Council approved by a vote of 4- 0 to contract with Chris Hedgecock for the construction of the sidewalk at the proposed price of $7,500.00. There was then a discussion of the possible construction of a garden shed and pergola on the property. Mark Swaim noted that the county informed him that town will have to have engineer drawings to get approval for a building permit at a cost of $15,590. The council agreed that they don’t want to go to that expense and question why the process is different from the construction of shed build at the Town Hall Park. The Council agreed to table this issue. 3. Town Hall Park Construction – Councilman Steve Yokeley stated that there is an issue with residents attempting to reserve picnic shelters. The town needs a better system for reservation and should charge rent to keep people from reserving too much space, etc. The plan will be to charge rent and give the proceeds to Wallburg Elementary School. The Town Attorney was directed to draw up a resolution to that effect for a future meeting. Councilman Steve Yokeley agreed to determine the cost and report back to the Town Attorney. There was also a discussion of the use of a portable stage in the amphitheater and whether to purchase or rent. 4. MPO – High Point – No report – HPMPO did not meet. 5. MPO – Winston Salem – Mayor Todd did not attend the WSMPO meeting. OTHER INFORMATION: Mayor Pro Tem Zane Hedgecock state his desire that the town decide what to do with the town’s ARPA funds and the need for more information. He also proposed possibly working through the PTRC to serve as grants administrator. The Town Attorney agreed to investigate and get more information. Mayor Allen Todd noted the death of Senator Steve Jarvis’ daughter-in-law and her funeral to be held on Friday, 8/12/2022 in Thomasville.
