Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. September 13, 2022 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Mark Swaim, Cindy Johnson, and Steve Yokeley. The Town Attorney, Jay Wagner was present along with the Town Clerk, Donna Alwine. Councilman Lynn Reece was absent. After an invocation by Councilman Mark Swaim, Councilwoman Cindy Johnson led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilwoman Cindy Johnson made a motion to approve the agenda as presented, Councilman Mark Swaim seconded, and the motion passed unanimously (4-0). MOTION FOR APPROVAL OF DRAFT MINUTES  August 09, 2022 Regular Meeting Minutes MINUTES for the above meeting were unanimously approved (4-0) on motion by Councilman SteveYokeley seconded by Councilwoman Cindy Johnson. PUBLIC SESSION Sonja Bledsoe at First National Bank introduced herself to the council. Jacqueline King took another position with the bank and Ms. Bledsoe is her replacement at the Walburg branch. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Attorney Jay Wagner drafted a conflict-of-interest policy for the town. This is a requirement of state government in order to receive the funds. After the council reviewed, it was unanimously approved (4-0) by Councilman Mark Swaim’ motion, seconded by Councilwoman Cindy Johnson. 2. Grants Committee – the grants committee reviewed and presented a grant received from Wallburg Elementary School for Mastery Connect Student Learning Program $5,300.00 for September 2022 access. Councilman Mark Swaim moved to approve the grant, Councilman Steve Yokeley seconded, the motion carried unanimously (4-0). 3. Mayor Allen Todd introduced, Nida McNeily, she presented an overview of her services of providing website information for the town to the council. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1  1. Finance Update – August 31, 2022 Mark Swaim gave a brief update on the finances of the Town: CASH $ 1,436,810.24 CAPITAL FUND-First National $ 660,782.86 MONEY MARKET-Capital Bank $ 248,881.37 MONEY MARKET-First National $ 1,881,140.62 COVID Fund Account $ 364,403.21 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 4,763,805.44 2. Wall Home Update – Councilman Mark Swaim updated the parking lot expansion. He presented two proposals to the council from CMH Concrete. Expanding parking lot, stamped concrete like previously completed. $28,169.00 Councilman Steve Yokeley moved to accept the proposal; Councilwoman Cindy Johnson seconded. It was unanimously approved (4-0) The other proposal by CMH Concrete for the parking spaces for $27,500.00 Councilman Steve Yokeley moved to accept the parking space proposal, Councilwoman Cindy Johnson seconded with unanimous approval (4-0). Budget amendments will follow. 3. Town Hall Park Construction – After discussion regarding shelter rentals in the park, by council consensus it was agreed to charge $35 per shelter rental and $17.50 to non-profit organization. No charge for amphitheater rental. Councilman Steve Yokeley motioned approval to charge for rentals, Councilwoman Cindy Johnson seconded (4-0) unanimously approved. It was agreed the funds received from the shelter rentals will be paid to Wallburg Elementary School distributed once a year for projects. Mayor Pro Tempore Zane Hedgecock approved, seconded by Councilman Steve Yokeley (4-0) unanimously approval. The finance committee will reach out to Andy Brinkley and the town’s CPA to get the proper direction to move ahead with receiving payment for the shelter rentals. Council Steve Yokeley updated the repair work in the ladies’ park restroom. It appears that the HVAC units for the restrooms are too large that were previously installed and often cool too quick resulting in high humidity producing mold/mildew problems. These units will be removed and replaced with two 12,000 BTU HVAC units will be put in to better control the appropriate space. The walls in the restroom will need to be repaired after new units installed. Councilman Yokeley moved to have this approved, Councilman Mark Swaim seconded. Unanimously approved (4-0). Next Month there will be a budget amendment presented for this expense. Councilman Steve Yokeley presented a rough sketch of a post/beam open concept covering for the amphitheater stage. Tony Fowler is working with the architect for a design for this space. The funds for this project are from the state budget SCIF. Councilman Yokeley will continue to update. MPO – High Point – No report 4. MPO – Winston Salem – Mayor Todd read over the agenda of the upcoming meeting. Nothing planned discussion for the Town of Wallburg. OTHER INFORMATION: Mayor Allen Todd attended the quarterly Mayor/Manager breakfast held on Monday, September 12, 2022 hosted by Davidson County. Mayor Pro Tempore Hedgecock has information to be distributed to each council member on pickle ball courts. He would like the council to consider making pickle ball courts and parking, which would be a great addition for the town citizens on the property that the town owns located on Hwy 109 after the property has been cleared. 2 Per Councilman Yokeley, Fire Chief Reid is working on getting the proper permission to have the buildings at 8411 N NC Hwy 109 demolished.
