PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro
Tempore Zane Hedgecock, Council Members, Mark Swaim, Cindy Johnson, Steve Yokeley, and
Councilman Lynn Reece. The Town Attorney, Jay Wagner was present along with the Town Clerk,
Donna Alwine.
After an invocation by Councilman Steve Yokeley, Mayor Pro Tempore Zane Hedgecock led the pledge
of allegiance to the American flag.
MOTION FOR APPROVAL OF AGENDA
Councilman Mark Swaim made a motion to approve the agenda as presented, Councilwoman Cindy
Johnson seconded, and the motion passed unanimously (5-0).
MOTION FOR APPROVAL OF DRAFT MINUTES
September 13, 2022, Regular Meeting Minutes
MINUTES for the above meeting were unanimously approved (5-0) on motion by Councilman Steve
Yokeley seconded by Councilman Lynn Reece.
PUBLIC SESSION – no speakers
BUSINESS TO BE DISCUSSED AND/OR ACTED UPON:
1. NC DOT – Pat Ivey, updated the cost on the proposed traffic plan for that has been presented
over the last months to the council. The council will review the proposed plan and will have to
make a decision by March 2023.
2. Closed Session – Attorney/Client Privilege Matter. Councilman Steve Yokeley moved to open
closed session meeting at 7:38 PM, Councilwoman Cindy Johnson seconded, the motion carried
with a (5-0) unanimous vote. When the council returned to the chambers, Councilman Mark
Swaim moved to close the closed session meeting at 7:51 PM, Councilman Steve Yokeley
seconded with a unanimous vote (5-0).
3. Budget Amendments -Ordinance # 22-002 construction of asphalt driveway/parling spaces/lot
at the George W. Wall Home. Councilman Mark Swaim motioned to accept this ordinance;
Councilman Steve Yokeley seconded. The motion carried unanimously (5-0) Councilman Mark
Swaim moved to accept Ordinance #22-003 for the park restroom HVAC replacement units.
Councilwoman Cindy Johnson seconded, and the motion carried with a unanimous (5-0) vote.

1. Finance Update – September 30, 2022
Mark Swaim gave a brief update on the finances of the Town:
CASH $ 1,147,569.41
CAPITAL FUND-First National $ 661,135.88
MONEY MARKET-Capital Bank $ 248,881.37
MONEY MARKET-First National $ 1,891,632.39
COVID Fund Account $ 728,337.98
TAXES RECEIVABLE $ 7,862.84
DUE FROM OTHER GOVTS. $ 156,924.30
TOTAL: $ 4,842,344.17
2. Wall Home Update – Councilwoman Cindy Johnson updated that the Bicentennial Tour was a
tremendous success and was a wonderful day. The George W. Wall Home will be open
December 3, 2022, 3-6 P.M. for a Victorian Christmas Celebration for the community to enjoy.
Looking forward to a beautiful event.
3. Town Hall Park Construction –Councilman Steve Yokeley is working with Tony Fowler
regarding the amphitheater covering. We are awaiting the design from the architect.
4. MPO – High Point – Councilman Lynn Reece attended the most recent MPO meeting. There
was nothing related to the Town of Wallburg discussed.
5. MPO – Winston Salem – Mayor Todd read over the agenda of the upcoming meeting. Nothing
planned discussion for the Town of Wallburg.

At 8:01P.M. Councilman Steve Yokeley moved to adjourn, seconded by Councilman Mark Swaim, and
approved unanimously (5-0).
