Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY, 7:00 P.M. March 14, 2023 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Mark Swaim, Cindy Johnson, Lynn Reece, and Steve Yokeley. The Town Attorney, Jay Wagner was present along with the Town Clerk, Donna Alwine. After an invocation by Mayor Pro Tempore Zane Hedgecock, Councilwoman Cindy Johnson led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented, Councilwoman Cindy Johnson seconded, and the motion passed unanimously (5-0). MOTION FOR APPROVAL OF DRAFT MINUTES  February 14, 2023 - Regular Meeting Minutes MINUTES for the above meeting were unanimously approved (5-0) as submitted on motion by Councilman Mark Swaim seconded by Councilwoman Cindy Johnson. PUBLIC SESSION – no speakers BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Public Hearing - Request by B-109 LLC to rezone property located in Abbotts Creek Township, Tax Map 2, Lot 15 containing 17.38 acres more or less. Said property is located on the south side of Gumtree Road approximately 800 feet northeast of the Mt. Vernon Church Road intersection. Rezoning is requested to change from that of RS, Low Intensity Residential District, to that of CZ-RC, Rural Commercial District. At 7:03 P.M. Councilman Steve Yokeley moved to open the public hearing. Lee Crook from Davidson County Planning read the application and county staff recommendation. The applicants, Mr. Cecil Little and Mr. Bryce Rush of AAA Storage presented their site plan and information for their intentions for the property. Adjoining property citizens at 5173 Gumtree Road, Winston Salem, NC 27107 voiced their concerns regarding traffic safety concerns and protection of any wildlife in the area. There was back and forth dialog with questions and answering from all parties. At 7:36 P.M. Councilman Lynn Reece moved to close the public hearing. Votes were all approved on a (5-0) vote by council. Councilman Steve Yokeley moved to accept Ordinance # 23-001 with the addition that the applicant must follow all NC DOT regulations for driveway placement. 2. Jesse Day with the Piedmont Triad Regional Council gave a presentation to the council regards to the town working on developing a Land Development Plan for the town. The town currently falls under the county’s plan. The towns attorney will get the county information and look into for the council to consider any future changes.  3. Councilman Steve Yokeley has spoken with Sherriff Simmons regarding ways to help control the speed on Hwy 109. In their conversation, Councilman Yokeley learned of solar powered flashing signs that can be placed in strategic area to advise travelers of the speed limit and the speed they are traveling. He can get further information if the council is interested. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – February 28, 2023 Mark Swaim gave a brief update on the finances of the Town: CASH $ 1,513,045.68 CAPITAL FUND-First National $ 813,249.81 MONEY MARKET-Capital Bank $ 248,741.07 MONEY MARKET-First National $ 1,910,488.68 COVID Fund Account $ 730,298.62 Wall Home Checking $ 244.50 Town Park Checking $ 150.00 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 5,381,005.50 2. Wall Home Update – Councilwoman Cindy Johnson informed the council that the Wall Home received an organ and doll house donation at the home. Mayor Pro Tempore Hedgecock would like to see the home on the National Registry or Landmark Status. Our town attorney will look into the registry options. 3. Town Hall Park Construction – Councilman Steve Yokeley presented and explained the site plans for the amphitheater stage. Due to easement restrictions, there will be updated site plans. 4. MPO – High Point – Councilman Lynn Reece attended the meeting held at the High Point Museum, there was nothing directly involving the Town of Wallburg discussed. 5. MPO – Councilman Mark Swain attended the virtual meeting. He is getting his ethic requirements turned in for voting privileges for the town. OTHER INFORMATION: ADJOURNMENT At 8:29 P.M.
