Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY, 7:00 P.M. February 14, 2023 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Council Members, Mark Swaim, Cindy Johnson, and Lynn Reece. Mayor Pro Tempore Zane Hedgecock and Councilman Steve Yokeley were absent. The Town Attorney, Jay Wagner was present along with the Town Clerk, Donna Alwine. After an invocation by Councilman Mark Swaim, Councilwoman Cindy Johnson led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilman Mark Swaim made a motion to approve the agenda as presented, Councilwoman Cindy Johnson seconded, and the motion passed unanimously (3-0). MOTION FOR APPROVAL OF DRAFT MINUTES  February 14, 2023 - Regular Meeting Minutes MINUTES for the above meeting were unanimously approved (3-0) as submitted on motion by Councilman Lynn Reece seconded by Councilwoman Cindy Johnson. PUBLIC SESSION – no speakers BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Lee Crook – Davidson County Planning and Zoning – Presented new application for zoning request. The planning board will review at their upcoming meeting. The county brought forth a property that has been out of compliance for a long period of time and needs direction of the town council how they wish to proceed. Councilman Mark Swaim moved to go forward with the next step of legal action this the home with many violations. The towns attorney will work with the county to resolve and continue advisement. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – January 31, 2023 Mark Swaim gave a brief update on the finances of the Town: CASH $ 1,458,802.87 CAPITAL FUND-First National $ 812,844.50 MONEY MARKET-Capital Bank $ 248,881.37 MONEY MARKET-First National $ 1,906,977.75 COVID Fund Account $ 729,934.65 Wall Home Checking $ 244.50 Town Park Checking $ 80.00 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 5,322,552.78 2. Wall Home Update – Councilwoman Cindy Johnson advised that Thank You cards were mailed to each of those that have volunteered their time at the Wall Home in appreciation of their time and efforts. Councilwoman Johnson is working on a plaque that will be placed in the Wall Home in honor of the Wall Friends honor. The home is being visited on a regular basis and several pieces of furniture have been donated currently. 3. Town Hall Park Construction – No Report 4. MPO – High Point – Attended the current meeting, there was nothing directly involving the Town of Wallburg discussed. 5. MPO – Andy Brinkley attended the meeting and the report is attached in the agenda packet. OTHER INFORMATION: Mayor Todd thanked Councilman Yokeley for his efforts and taking the lead on having the property cleared located on 8411 NC Hwy 109. ADJOURNMENT At 7:33 P.M.
