Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY, 7:00 P.M. May 09, 2023 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Mark Swaim, Lynn Reece, Steve Yokeley, and Cindy Johnson. The Town Attorney, Jay Wagner was present along with the Town Clerk, Donna Alwine. After an invocation by Councilman Steve Yokeley, Councilman Mark Swaim led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented, Councilman Steve Yokeley seconded, and the motion passed unanimously (4-0). MOTION FOR APPROVAL OF DRAFT MINUTES  April 11, 2023 - Regular Meeting Minutes MINUTES for the above meeting were unanimously approved (4-0) as submitted on motion by Councilman Steve Yokeley seconded by Councilman Mark Swaim. PUBLIC SESSION – no speakers New Business – 1. Finance Committee presented the draft 2023-2024 town budget. Councilman Mark Swaim moved to set a public hearing for the budget for June 13, 2023. Councilman Steve Yokeley seconded. Motion carried (4-0) REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – April 30, 2023 CASH $ 1,701,211.90 CAPITAL FUND-First National $ 814,104.50 MONEY MARKET-Capital Bank $ 248,741.07 MONEY MARKET-First National $ 1,917,907.50 COVID Fund Account $ 731,066.13 Wall Home Checking $ 478.51 Town Park Checking $ 991.01 TAXES RECEIVABLE $ 7,862.84 DUE FROM OTHER GOVTS. $ 156,924.30 TOTAL: $ 5,579,287.76 2. Wall Home Update – Mayor Pro Tempore Zane Hedgecock would like there to be research done in and for the Town of Wallburg dating to the beginning of the first Wallburg settlers. Including the first families that settled and the acreage they claimed, maybe the first five families that settled in Wallburg. Recording their footprints from their entry into time. 3. Town Hall Park Construction – Councilman Steve Yokeley advised that the original project for the amphitheater covering has been aborted due to construction regulations that restrict the aesthetics of the park. 4. MPO – High Point – No meeting held 5. MPO – Winston Salem – No meeting held OTHER INFORMATION: ADJOURNMENT At 7:40 P.M.
