PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro
Tempore Zane Hedgecock, Council Members, Mark Swaim, Lynn Reece. The Town Attorney, Jay
Wagner was present along with the Town Clerk, Donna Alwine. Councilwoman Cindy Johnson was
absent. Councilman Steve Yokeley was absent.
After an invocation by Councilman Lynn Reece, Councilwoman Cindy Johnson led the pledge of
allegiance to the American flag.
MOTION FOR APPROVAL OF AGENDA
Councilman Mark Swaim made a motion to approve the agenda with an addition of item #3 for Grants
Committee application submission. Councilman Lynn Reece seconded, and the motion passed
unanimously (4-0).
MOTION FOR APPROVAL OF DRAFT MINUTES
May 09, 2023 - Regular Meeting Minutes
MINUTES for the above meeting were unanimously approved (4-0) as submitted on motion by
Councilwoman Cindy Johnson, seconded by Councilman Lynn Reece.
PUBLIC SESSION –
Delores Harris, 495 Aztec Drive, Winston Salem, NC 27107 addressed the council regarding the game
of pickle ball and the advantages of having pickle ball courts in the town.
Caleb Strickland, Pastor of Christ Wesleyan Church, Winston Salem spoke to the council in regards to
having a Christmas Tree lighting ceremony in the town park.
Jordan Thomas, Wallburg Athletics President thanked the town council for the support they have given
to the athletic association.
New Business –
1. Public Hearing - Finance Committee presented the draft 2023-2024 town budget. Public
Hearing opened at 7:12 P.M. with a motion from Mayor Pro Tempore Zane Hedgecock,
seconded by Councilwoman Cindy Johnson. There were no comments made. Mayor Pro
Tempore Hedgecock motioned to close at 7:13 P.M. The public session was closed. All on a
(4-0) vote. Ordinance 23-002 was accepted after a motion by Councilman Mark Swaim,
seconded by Councilwoman Cindy Johnson. (4-0) Vote
2. The town council discussed the possibility of placing pickle ball courts on the property owned
by the town at 8411 N. NC Hwy 109, Winston Salem. Currently there has been nothing voted
on or decided. They are only gathering information and working through an architect to see
what the land will allow for.
3. Grants Committee – Councilman Mark Swaim presented a grant submitted by the Wallburg
Athletic Association for consideration. Their grant request was for field #3 lighting, utility
vehicle and a tractor. The grant for $15,000 was approved unanimous vote brought forward by
Councilman Swaim. (4-0) vote

2. Wall Home Update – Councilwoman Cindy Johnson advised that the home continues to be
visited often. A plaque is being made to show thanks to the Friend of the Wall Home
Committee.
3. Town Hall Park Construction – No Report – Don Dix, presented a history book of the town
park from the beginning to current time span to the council.
4. MPO – High Point – No meeting held
5. MPO – Winston Salem – No meeting held

At 7:32 P.M. Councilman Lynn Reece moved to adjourn, seconded by Councilwoman Cindy Johnson
seconded, approved unanimously (4-0).
