Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. May 14, 2024 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Steve Yokeley, Clyde Lynn Reece, Darren Fowler, and Councilwoman Cindy Johnson. The Town Attorney, Jay Wagner was present along with the town clerk, Donna Alwine. After an invocation by Town Manager Mark Swaim, Councilman Steve Yokeley led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilwoman Cindy Johnson made a motion to approve the agenda as presented. Councilman Lynn Reece seconded, and the motion passed unanimously (5-0) vote. MOTION FOR APPROVAL OF DRAFT MINUTES  April 09, 2024 – Regular Council Meeting Minutes MINUTES presented above were approved unanimously by a motion made by Councilman Lynn Reece, seconded by Councilwoman Cindy Johnson. (5-0) vote. PUBLIC SESSION – no speakers BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Mayor Allen Todd presented a proclamation of appreciation to Van Reece for his years of service on the planning board. The mayor also presented a proclamation for Motorcycle Safety Awareness Month May 2024. 2. Public Hearing – Council/Manager Charter. Councilman Steve Yokeley motioned to open the public hearing at 7:14 P.M. seconded by Councilman Lynn Reece. Motion carried unanimously (5-0 vote). One person spoke in the public hearing with questions that were answered by the town council. Mayor Pro Tempore Zane Hedgecock moved to close the public hearing at 7:18 P.M. seconded by Councilwoman Cindy Johnson. (5-0) vote. The public hearing was closed. 3. Finance Committee – On behalf of the finance committee, Councilwoman Cindy Johnson read the budget message for the draft 2024-2025 budget. The public hearing will be held in June. 4. Resolution #24-014 approved by motion of Councilman Steve Yokeley, seconded by Councilwoman Cindy Johnson (5-0) unanimous vote. Municipal Certifications with the NCDOT for a 45 MPH zone. This is a change in efforts to slow traffic in the portion of NC Hwy 109 and south of Georgetown Road.  5. Councilman Steve Yokeley presented solar power radar speed signs with the cost of $4,333 each for the town to make travelers aware of their speed to slow down for safety of drivers. Mayor Pro Tempore Zane Hedgecock moved to accept this purchase for safety efforts throughout the town. Councilwoman Cindy Johnson seconded. The motion carried unanimously with a (5-0) vote. This does not include installation. Must be a certified installer. 6. Councilwoman Cindy Johnson presented to the council for the town to host a 20-year anniversary for the town celebration. All agreed by consensus. The committee formed will be Councilwoman Cindy Johnson, Mayor Pro Tempore Hedgecock, Town Manager Mark Swaim and assistance by the town clerk. Details to come. Finance Update – April 30, 2024 Mark Swaim gave a brief update on the finances of the Town: FNB Checking – Operating Account $ 1,162,338.31 FNB Checking – Capital Fund $ 819,455.72 1st Horizon – Money Market $ 431.79 FNB Money Market – 4563 $ 59,033.56 FNB Checking – ARPA Funds $ 354.04 FNB Checking – Wall Home $ 578.51 FNB Checking – Town Park Shelter $ 5,138.87 FNB CD6812 – Public Funds $ 3,200,000.00 Fidelity – ARPA Funds $ 985,452.00 Taxes Receivable $ 8,149.00 Due from Other Governments $ 205,033.00 Prepaid Expenses $ 49,011.00 TOTAL: $ 6,494,976.30 2. Wall Home Update – A report was received from the Curator, Donna Smith. The beginning genealogy class on April 8 was well received. There were 8 in attendance. Tonya Hensley with the Davidson County Public Library and the director of their genealogy department gave an excellent presentation. Plans are started for giving a tour for eight second grade classed from Wallburg Elementary School. 3. Town Hall Park – Per Councilman Yokeley, he met with Tony Fowler. Preliminary site plan approved for 4 pickleball courts. Plans for restrooms, storage and parking plans are currently being worked on. 4. MPO – High Point – Did not meet this month. 5. MPO – Winston Salem – There is an upcoming meeting for this Thursday in person. 5/16/2024. 6. Hwy 109 DOT Project – No changes – nothing new. 7. Manager’s Report/Mark Swaim – There is an upcoming Mayor/Manager’s meeting hosted by the town. OTHER INFORMATION: Mayor Todd attended the SWAC meeting; they are looking for new landfill location space. ADJOURNMENT At 7:57 P.M.
