PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro
Tempore Zane Hedgecock, Council Members, Steve Yokeley, Clyde Lynn Reece, Darren Fowler, and
Councilwoman Cindy Johnson the Town Attorney, Jay Wagner was present along with the town clerk,
Donna Alwine.
After an invocation by Councilman Lynn Reece, Councilman Steve Yokeley led the pledge of allegiance
to the American flag.
MOTION FOR APPROVAL OF AGENDA
Councilman Steve Yokeley made a motion to approve the agenda moving item # 1 to the bottom.
Councilwoman Cindy Johnson seconded, and the motion passed unanimously (5-0) vote.
MOTION FOR APPROVAL OF DRAFT MINUTES
March 12, 2024 – Regular Council Meeting Minutes
MINUTES presented above were approved unanimously by a motion made by Councilwoman Cindy
Johnson, seconded by Councilman Darren Fowler. (5-0) vote.
PUBLIC SESSION – no speakers
BUSINESS TO BE DISCUSSED AND/OR ACTED UPON:
1. Resolution #24-011 support for the Wallburg Lion Club moved by Councilman Steve
Yokeley, seconded by Councilwoman Cindy Johnson. Unanimous vote (5-0)
2. Resolution #24-005 support for potential Davidson County Sports Complex moved by
Councilman Steve Yokeley, seconded by Councilwoman Cindy Johnson. Unanimous vote (5-
0)
3. Resolution #24-006 Intent to set a public hearing for amendment to town charter
authorizing council/manager form of government moved by Councilman Steve Yokeley,
seconded by Councilwoman Cindy Johnson. Unanimous vote (5-0)
4. Resolution #24-002 to contract with Mark Swaim as finance manager moved by
Councilwoman Cindy Johnson, seconded by Councilman Darren Fowler. Unanimous vote
(5-0)
5. Resolution #24-008 to appoint Cindy Johnson as finance committee chair moved by
Councilman Steve Yokeley, seconded Darren Fowler. Unanimous vote (5-0)
6. Resolution #24-010 Councilman Steve Yokeley Steve Yokeley moved to appoint Brandon
Swaim as alternate planning board member and Danny Baker to replace the seat of Van
Reece. Seconded by Councilman Darren Fowler. Unanimous approved (5-0)
7. Resolution 24-009, Town Council accepted the resignation of Van Reece from the planning
board. Councilman Steve Yokeley moved to accept, Councilwoman Cindy Johnson seconded,
the motion carried unanimously with a (5-0) vote.
8. Town Manager Mark Swaim presented NCLM Workman’s Compensation Information to
protect the town, Councilman Steve Yokeley moved to accept and go ahead with the
insurance and to enter into agreement with LOM and Mayor to execute the documents.
Councilwoman Cindy Johnson seconded. Unanimously approved (5-0)
9. The grants committee reviewed current financial information for the Wallburg Athletic
Association. The committee is impressed with their hard work and recommends to move
forward with the grant request. Mayor Pro Tempore Zane Hedgecock moved to approve
grant request from Wallburg Athletic Association $16,600.00, Councilwoman Cindy
Johnson seconded. The motion carried unanimously. (5-0) vote

1. Finance Update – March 31, 2024
Mark Swaim gave a brief update on the finances of the Town:

CAPITAL FUND-First National $ 818,989.01
MONEY MARKET-Capital Bank $ 250,382.85
MONEY MARKET-First National $ 58,909.61
COVID Fund Account $ 735,452.42
Wall Home Checking $ 578.51
Town Park Checking $ 4,297.21
Cash on Hand $ 0.00
TAXES RECEIVABLE $ 8,149.00
DUE FROM OTHER GOVTS. $ 205,033.00
Prepaid Expenses $ 49,011.00
TOTAL: $ 6,451,767.24
2. Wall Home Update – A report was given from the Curator, Donna Smith. March was an
uneventful month. There were fewer visitors, probably due to weather. The nice days get folks
outside working in their yard and gardens. The Elizabeth Henson Dollhouse has been updated to
celebrate spring. We continue to have much interest in use of our genealogy room and tracing their
ancestry.
3. Town Hall Park – Per Councilman Yokeley, the plans have been submitted to the county office to
be reviewed.
4. MPO – High Point – Did not meet this month.
5. MPO – Winston Salem – Mayor Todd attended online meeting, nothing mentioned in regards to
the Town of Wallburg.
6. Hwy 109 DOT Project – No changes – nothing new.
OTHER INFORMATION:
An invitation was received from the NC DOT for a Bridge Resolution in Honor/memory of Stan
Bingham on April 19, 2024.

moved to adjourn, seconded by Councilman Lynn Reece and was approved unanimously (4-0) vote.
