Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. March 12, 2024 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Steve Yokeley, Clyde Lynn Reece, and Darren Fowler. Councilwoman Cindy Johnson was absent. The Town Attorney, Jay Wagner was present along with the town clerk, Donna Alwine. After an invocation by Councilman Steve Yokeley, Councilman Lynn Reece led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented. Councilman Steve Yokeley seconded, and the motion passed unanimously (4-0) vote. MOTION FOR APPROVAL OF DRAFT MINUTES  February 13, 2024 – Regular Council Meeting Minutes MINUTES presented above were approved unanimously by a motion made by Councilman Lynn Reece, seconded by Councilman Steve Yokeley. (4-0) vote. PUBLIC SESSION Steve Cline, Vice District Lions Governor, 8201 E. Holly Grove Road, Thomasville, NC addressed the town council to recharter the Lions Club back to Wallburg. They would appreciate support from the Town of Wallburg. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Wallburg Athletic Association Treasurer presented a grant application for review for funds from the town. After review the grants committee would like to see a budget and financial information from the WAA for further review and consideration. 2. Jonathan Brown and Casey Smith, Davidson County Manager presented the Davidson -Davie Apprenticeship Consortium presentation to the council. This is a successful program through the Davidson County EDC. There were questions and answers exchanged back and forth from both parties. This program was received positive with great interest. 3. Mayor Pro Tempore Zane Hedgecock moved to appoint Councilwoman Cindy Johnson to serve on the Finance/Budget Committee, seconded by Councilman Steve Yokeley. Motion passed unanimously. (4-0) vote. 4. Town Council agreed by consensus for Councilman Darren Fowler to serve on the Grants Committee. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) Mark Swaim advised that the garden shed at the Wall Home has been quoted at $28,260.00 FOR A 10X12 0R 16. This will sit to the back of the Wall home. This was previously budgeted for. 1. Finance Update – February 29, 2024 Mark Swaim gave a brief update on the finances of the Town: CASH – Checking First National $ 2,352,607.83 CAPITAL FUND-First National $ 818,566.27 MONEY MARKET-Capital Bank $ 250,382.85 MONEY MARKET-First National $ 1,956,976.45 COVID Fund Account $ 735,072.80 Wall Home Checking $ 578.51 Town Park Checking $ 3,876.93 Cash on Hand $ 0.00 TAXES RECEIVABLE $ 8,149.00 DUE FROM OTHER GOVTS. $ 205,033.00 Prepaid Expenses $ 49,011.00 TOTAL: $ 6,380,254.65 2. Wall Home Update – A report was given from the Curator, Donna Smith. There were 17 guests from Randolph County Cooperative Extension Club. Several items were donated this month, an antique spinning wheel, quilt rack, scale and trunk. Thanks to Zane Hedgecock for transporting these to the Wall House. 3. Town Hall Park – Dean Coe has delivered premilitary site plans for the pickle ball courts with a quick visual view. 4. MPO – High Point – Did not meet this month. 5. MPO – Winston Salem – Will meet 03/14/2024 6. Hwy 109 DOT Project – Mark Swaim, Town Manager advised that there have been no changes other than the time line for the project has been moved back, the engineering stage continues. OTHER INFORMATION: Mayor Todd advised that the town’s original attorney, Aaron Clinard, passed away last week. He was a fine gentleman with a passion for history. He was a veteran that served in the Vietnam War. He was a pleasure to know and will be missed. He had a heart for the Town of Wallburg. ADJOURNMENT At 8:10 P.M.
