Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. February 13, 2024 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Cindy Johnson, Clyde Lynn Reece, and Darren Fowler. Councilman Steve Yokeley was absent. The Town Attorney, Jay Wagner was present along with the town clerk, Donna Alwine. After an invocation by Councilman Lynn Reece, Councilwoman Cindy Johnson led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilman Lynn Reece made a motion to approve the agenda as presented. Councilwoman Cindy Johnson seconded, and the motion passed unanimously (4-0) vote. MOTION FOR APPROVAL OF DRAFT MINUTES  January 09, 2023 – Regular Council Meeting Minutes MINUTES presented above were approved unanimously by a motion made by Councilwoman Cindy Johnson, seconded by Councilman Lynn Reece. (4-0) vote. PUBLIC SESSION There were no speakers during the public comment period. BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. There was discussion amongst the council and they reached a consensus that Mayor Pro Tempore Zane Hedgecock will take the position of being the EDC alternate position. 2. At 7:04 P.M. Councilman Lynn Reece motioned to open the town council closed session, seconded by Councilwoman Cindy Johnson. The motion carried. When the council returned to the chambers at 7:37 P.M Councilwoman Cindy Johnson moved for the closed session meeting to be closed, seconded by Councilmember Darren Fowler. The motion carried unanimously. (4- 0) vote. 3. Mayor Pro Tempore Zane Hedgecock moved to accept Resolution # 24-001 the adoption of the council-manager form of government, Councilwoman Cindy Johnson seconded. The motion carried unanimously. (4-0) vote. 4. Mayor Pro Tempore Zane Hedgecock moved to accept Resolution # 24-002 appointing Mark Swaim as town manager at the Town of Wallburg, seconded by Councilwoman Cindy Johnson. The motion carried unanimously with a (4-0) vote. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE 1  (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – January 31, 2024 Mark Swaim gave a brief update on the finances of the Town: CASH – Checking First National $ 2,303,790.66 CAPITAL FUND-First National $ 818,143.75 MONEY MARKET-Capital Bank $ 249,409.42 MONEY MARKET-First National $ 1,953,251.90 COVID Fund Account $ 734,693.38 Wall Home Checking $ 578.51 Town Park Checking $ 3,841.93 Cash on Hand $ 211.00 TAXES RECEIVABLE $ 8,149.00 DUE FROM OTHER GOVTS. $ 205,033.00 Prepaid Expenses $ 49,011.00 TOTAL: $ 6,326,113.55 2. Wall Home Update – Councilwoman Cindy Jonson gave the report from the Curator at the Wall Home after a recount there were 79 December visitors. January was a slower month. January 27, 2024 was a visit from the Henson Family who donated the dollhouse exhibit. Twelve members of the family attended and were pleased with the renovations of the dollhouse. Several items were donated in January and she is currently planning a genealogy class in the evening in March or April tentatively. 3. Town Hall Park – Per Councilman Yokeley plans have been received for the pickleball court restrooms. 4. MPO – High Point – Did not meet. 5. MPO – Winston Salem – No current update – the next meeting is 2/15/2024. 6. Hwy 109 DOT Project – Per Mr. Mayor conversation with Pat Ivey at NC DOT the project is moving forward. OTHER INFORMATION: ADJOURNMENT At 7:47P.M. Councilman Lynn Reece moved to adjourn, seconded by Councilwoman Cindy Johnson and was approved unanimously (4-0) vote.
