MINUTES
PROCEDURAL ITEMS
CALL TO ORDER
Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro
Tempore Zane Hedgecock, Council Members, Clyde Lynn Reece, Councilwoman Cindy Johnson,
Councilman Darren Fower and Councilman Steve Yokeley. The Town Attorney, Jay Wagner was
present along with the town clerk, Donna Alwine.
After an invocation by Councilman Steve Yokeley, Councilwoman Cindy Johnson led the pledge of
allegiance to the American flag.
MOTION FOR APPROVAL OF AGENDA
Mayor Pro Tempore Zane Hedgecock made a motion to approve the agenda as presented.
Councilwoman Cindy Johnson seconded, and the motion passed unanimously (5-0) vote.
MOTION FOR APPROVAL OF DRAFT MINUTES
• June 11, 2024 – Regular Council Meeting Minutes
MINUTES presented above were approved unanimously by a motion made by Councilwoman Cindy
Johnson, seconded by Councilman Lynn Reece. (5-0) vote.
PUBLIC SESSION – no speakers
BUSINESS TO BE DISCUSSED AND/OR ACTED UPON:
1. Sheriff Simmons attended the council meeting to update the council and community. He advised
that good things are happening in the county with 27 new positions with only 12 short. There is
a new CAD system that has been very helpful with a 5% crime reduction. He thanked all the
loyal men and women serving in the department. The Invictus Program is helping other
counties as well. The county will continue with their hiring efforts. He is available for any
questions or concerns.

1. Finance Update – June 30, 2024
Mark Swaim gave a brief update on the finances of the Town:
FNB Checking – Operating Account $ 963,390.25
FNB Money Market -7509 $ 1,218,414.57
FNB Checking – Wall Home 5087 $ 578.51
FNB Checking – Town Park Shelter $ 5,948.58
FNB CD6812 – Public Funds $ 3,200,000.00
NC Trust Fidelity – ARPA Funds $ 742.417.32
NC Trust/Fidelity -5760 Investment Acct $ 253,488.20
Taxes Receivable $ 8,149.00
Due from Other Governments $ 205,033.00
Prepaid Expenses $ 49,011.00
TOTAL: $ 6,646,430.43
2. Wall Home Update – Mayor Pro Tempore Zane Hedgecock advised that he spoke with Donna
Smith in regards to upstairs completion. Blinds will be placed upstairs to protect. Mr. Hedgecock
will contact Michelle DeLapp and get price and information for upstairs completion and advise
council.
3. Town Hall Park – Councilman Yokeley updated that they met with the grading contractor.
Awaiting on specifics from architect and engineers but moving along. The project will be completed
in three phases.
4. MPO – High Point – Did not meet this month.
5. MPO – Winston Salem – Mayor Allen Todd and Manager Mark Swaim attended the meeting,
nothing relevant to the town was discussed.
6. Hwy 109 DOT Project – Nothing to update. Acquisitions being moved back to 02/2025.
7. Manager’s Report/Mark Swaim – Radar signs delivered and a certified contractor will install.
Continuing to work on the upcoming town’s 20th celebration coming up on the 20th of July.
OTHER INFORMATION:
Councilwoman Cindy reminded that the 20th year town celebration will be, Saturday, July 20, 2024, 9 -
12. She updated the activities and what is being planned for the celebration.

At 7:41 P.M. Councilman Steve Yokeley moved to adjourn, seconded by Councilman Lynn Reece and
was approved unanimously (5-0) vote
