Town of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. August 13, 2024 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Mayor Pro Tempore Zane Hedgecock, Council Members, Clyde Lynn Reece, Councilwoman Cindy Johnson, Councilman Darren Fower and Councilman Steve Yokeley. The Town Attorney, Jay Wagner was present along with the town clerk, Donna Alwine. After an invocation by Councilman Lynn Reece, Councilman Steve Yokeley led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilwoman Cindy Johnson made a motion to approve the agenda as presented. Councilman Lynn Reece seconded, and the motion passed unanimously (5-0) vote. MOTION FOR APPROVAL OF DRAFT MINUTES • July 09, 2024 – Regular Council Meeting Minutes MINUTES presented above were approved unanimously by a motion made by Councilman Steve Yokeley, seconded by Councilwoman Cindy Johnson. (5-0) vote. PUBLIC SESSION – no speakers BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1. Wallburg Comprehensive Land Development Plan – Manager Mark Swaim met with Jesse Day at the PTRC regarding developing a proposal to consider the land development plan. Manager Swaim read the proposal for the services offered to the town. The funds are in the current budget and the proposal is not to exceed $37,250.00. All council members agreed to move ahead. A formal resolution will follow. 2. Pickleball Court quotes – Manager Swaim has met with the grading companies. NC DOT has required the driveway to be relocated which required application. The expenses for this project fall under capital expense. The grading and beginning building permits come in at $33, 024. The septic, restrooms, storage area and shelter are at $89,588.00. All council members agree to the information stated and Attorney Wagner will follow up with the proper contracts. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED) 1. Finance Update – July 31, 2024 Councilwoman Cindy Johnson gave a brief update on the finances of the Town:  FNB Checking – Operating Account $ 910,764.04 FNB Money Market -7509 $ 1,224,168.34 FNB Checking – Wall Home 5087 $ 578.51 FNB Checking – Town Park Shelter $ 6,416.80 FNB CD6812 – Public Funds $ 3,200,000.00 NC Trust Fidelity – ARPA Funds $ 745,711.00 NC Trust/Fidelity -5760 Investment Acct $ 254,613.06 Taxes Receivable $ 8,149.00 Due from Other Governments $ 205,033.00 Prepaid Expenses $ 49,011.00 TOTAL: $ 6,604,445.55 2. Wall Home Update – Councilwoman Cindy Johnson spoke with Donna Smith and she advised that 10 people visited the Wall Home after the town’s celebration. A complete set of China was donated as well as some antique toys. Window blinds have been ordered for the upstairs rooms. Mayor Pro Tempore Hedgecock reported that his conversation with Michelle DeLapp she is unable to assist with any help for the Wall Home until after December 2024. He has located a gentleman and awaiting a quote for research tracking early land grants in the town for history purposes. 3. Town Hall Park – Councilwoman Cindy Johsnon updated a great day for the town’s 20th year celebration. We served approximately 175 people. 4. MPO – High Point – Did not meet this month. 5. MPO – Winston Salem – Mayor Allen Todd and Manager Mark Swaim – no meeting 6. Hwy 109 DOT Project – Nothing to update. ROW acquisitions being moved back to 02/2025. 7. Manager’s Report/Mark Swaim – Radar signs have been installed and been tracking the speeds through- out a 24- hour period. It was by consensus to officially turn them on. There are 26 new homes in Meadowlands that are in the town limits. In agreement with the town’s attorney letters will proceed to each new homeowner advising that they are a part of the town. EDC meeting is coming up on Monday. Mr. Swaim had a meeting with the Wall Home Curator and looking to possibly have events at the home for the community once a month. OTHER INFORMATION: Attorney Wagner attended the NC School of Government for Attorneys conference and advised relevant information that he received – possible law changes to the home builder laws, legislature sign laws could affect municipalities. He advised grant opportunities that were listed. ADJOURNMENT At 7:59 P.M.
