reTown of Wallburg, North Carolina Town Council Meeting - Wallburg Town Hall 8020 N. NC-HIGHWAY 109 TUESDAY 7:00 P.M. September 10, 2024 2ND TUESDAY OF THE MONTH MINUTES PROCEDURAL ITEMS CALL TO ORDER Mayor Allen Todd called the meeting to order at 7:00 P.M. Present were the Mayor, Council Members, Clyde Lynn Reece, Councilwoman Cindy Johnson, Councilman Darren Fower and Councilman Steve Yokeley. The Town Attorney, Jay Wagner was present along with the town clerk, Donna Alwine. Mayor Pro Tempore Zane Hedgecock was absent. After an invocation by Manager Mark Swaim, Councilwoman Cindy Johnson led the pledge of allegiance to the American flag. MOTION FOR APPROVAL OF AGENDA Councilwoman Cindy Johnson made a motion to approve the agenda as presented. Councilman Lynn Reece seconded, and the motion passed unanimously (4-0) vote. MOTION FOR APPROVAL OF DRAFT MINUTES • August 13, 2024 – Regular Council Meeting Minutes MINUTES presented above were approved unanimously by a motion made by Councilman Steve Yokeley, seconded by Councilwoman Cindy Johnson. (4-0) vote. PUBLIC SESSION – no speakers BUSINESS TO BE DISCUSSED AND/OR ACTED UPON: 1.Councilman Yokeley presented the quotes for the pickleball courts. Resolution #24-019 Grading and Building Construction. Councilman Steve Yokeley moved to accept the resolution; Councilwoman Cindy Johnson seconded. The motion carried (4-0) vote. 2. PTRC Resolution/Wallburg Comprehensive Land Development Plan that was discussed last meeting with details was agreed upon Councilman Yokeley motioned, Councilwoman Cindy Johnson seconded. Motion carried (4-0) vote 3. Wallburg Elementary School Principal John DiBonaventura presented his proposal for school education enrichment. The school has budgeted funds to be used as well as the council previously approved the proceeds of the shelter reservation income. Those funds will be distributed as budgeted. REGULAR MONTHLY AND COMMITTEE UPDATES AS AVAILABLE (COMMITTEE UPDATES WILL NOT BE AVAILABLE IF MEETING WAS NOT HELD OR UNATTENDED)  1. Finance Update – August 31, 2024 Councilwoman Cindy Johnson gave a brief update on the finances of the Town: FNB Checking – Operating Account $ 979,984.50 FNB Money Market -7509 $ 1,309,435.19 FNB Checking – Wall Home 5087 $ 578.51 FNB Checking – Town Park Shelter $ 6,416.80 FNB CD6812 – Public Funds $ 3,200,000.00 NC Trust Fidelity – ARPA Funds $ 749,018.48 NC Trust/Fidelity -5760 Investment Acct $ 255,742.08 Taxes Receivable $ 8,149.00 Due from Other Governments $ 205,033.00 Prepaid Expenses $ 49,011.00 TOTAL: $ 6,763,368.56 2. Wall Home Update – Councilwoman Cindy Johnson read the update from Donna Smith. There have been 21 guests for the month of August. A set of China was donated by the Harris Family. The window blinds have been installed upstairs and there are plans to restore upstairs rooms. She is working on hosting some craft classes or activities once a month. Councilwoman Cindy Johnson advised that there will be Christmas lights installed at the Wall Home with a two-year contract being put up Thanksgiving weekend. There was a council consensus to do a simple gathering with maybe a coffee truck once a month at the Wall Home. 3. Town Hall Park – Councilman Steve Yokeley advised that the building permits for the pickleball courts are still pending at the county. 4. MPO – High Point – Did not meet this month. 5. MPO – Winston Salem – Mayor Allen Todd and Manager Mark Swaim attended where road projects were voted on and will be attending the up upcoming meeting. 6. Hwy 109 DOT Project – Nothing to update. Some folks may have received a letter that any home over 150 years is being evaluated for historical properties. Andy Brinkley advised that there have been positive changes to speed limit observance after installing road signs and collecting the new data. 7. Manager’s Report/Mark Swaim – Manager Swaim advised Monday EDC meeting held in Lexington, Winston Salem MPO to be held Thursday, pickleball quotes are finishing up. The town will assist in athletic grants for the Wallburg Athletic Association. OTHER INFORMATION: ADJOURNMENT At 7:49 P.M.
