Meeting Minutes
January 21, 2025
The Clerk called the meeting to order at 8:10 p.m.
Present: Councillors Dunn, Harris, Logan, LeBlanc, McLaughlin.
Absent: None.
Kara Wilson. Clerk of the Ordinances & Rules Committee accepted nominations for the 2025
Chair position of the Committee. President McLaughlin nominated Councillor Harris. Councillor
Dunn moved to close nominations. The Clerk called the roll and asked each Councillor to state
the name of the person they are nominating as the Chair for 2025.
Councillor Dunn: Harris
Councillor Hanley: Harris
Councillor Harris: Harris
Councillor Logan: Harris
President McLaughlin: Harris
By a unanimous vote of 5-0 Councillor Harris is the Chairwoman of the Ordinances & Rules
Committee for 2025.
Councillor Dunn moved approval of the minutes from 12/23/2024. The motion was approved by a
voice vote.
First agenda item: Outside Dining in Waltham Resolution
Councillor Logan spoke on the Resolution. Councillor Logan made a request that was approved
by a voice vote to send the ordinance amendment he submitted to the Law Department for review.
Councillor Logan moved to table. The motion was approved by a voice vote and matter was
tabled.
President McLaughlin moved to take the special permit application for 1432 Main Street for
Ferris Development Group, Inc. off of the table. The motion was approved by a voice vote.
Attorney Mike Connors, representing the petitioner spoke on the latest updates of application and
will have their version submitted to the Council by the end of the month. President McLaughlin
moved to table the matter. The motion was approved by a voice vote and matter was tabled.
Councillor Logan moved to take the 789 Main Street special permit application off of the table.
The motion was approved by a voice vote. Attorney Joseph Connors, representing petitioner,
Kirsten Braun of Chapell Engineering & Associates, the Traffic Engineering firm, Bill Lucas
from Boehler Eng., Ron Maluf, the Facilities Specialist out of Smithfield, RI all answered
questions relating to the latest updates given to the Committee. There are 38 parking spaces
proposed. The dumpster will be kept in the original location and the pink noise/ambient systems
will all be upgraded to the latest version of equipment. Councillor Hanley asked about the lights
outside the property. Councillor Logan moved to table. The motion was approved by a voice vote
and matter was tabled.
Councillor Hanley moved to adjourn. The motion was approved on a voice vote and Chairwoman
Harris declared the meeting adjourned at 8:48 p.m.
