Board Meeting Minutes
October 30, 2019
1) Call to Order
Erica Collins called to order the regular meeting of the Warrensburg Parks and
Recreation Board at 7:05 pm on September 25, 2019 at the Parks and Recreation
Department, 445 E. Gay Street.
2) Roll Call
Syerra Burnor conducted a roll call. The following members were present: Erica Collins,
Barb Rhodes, Jonathan Thurston, Cindy Holmberg, Marcy Bryant, Jason Duffey, Ashley
Carter, and Hank Hamann.
The following members were absent: Eva Clark.
Others in attendance were:

3) Approval of Agenda
Cindy Holmberg moved to approve the Agenda with no amendments. Barb Rhodes
seconded. Agenda approved 7-0.
4) Approval of Minutes
Barb Rhodes moved to approve the September 25, 2019 Minutes with no changes. Cindy
Holmberg seconded. September Minutes approved 7-0.
5) Announcements
a) Welcome New Park Board Member – Hank Hamann
Erica Collins welcomed new Park Board Member, Hank Hamann. Hank
introduced himself to the Board and stated he been in Warrensburg since 1978. He
taught for twenty-three years, retired from teach High School, and then taught for
twelve years at the University of Central Missouri in the Biology Department. He
stated he is really retired now and is excited to serve on the Board.
The Board welcomed Hank Hamman.
6) Committee Reports
a) Finance Committee Report – Master Plan Implementation
Ashley Carter reported the committee met. Erica Collins reported the committee
reviewed the budget and end of year purchases. The committee took a tour of the
new lighting, the new spin bikes, and the ergometer.
No further actions were made.
b) Master Plan Committee Report – Master Plan Implementation
Jason Duffey reported the committee met and discussed the facilities and the
Master Plan. The committee discussed how to guide Parks and Recreation and how
to serve the community.
No further actions were made.
c) Building and Grounds Committee Report – Master Plan Implementation
Cindy Holmberg reported the committee me. Danielle Fesler reported the
committee met with Jeff Coleman and received an update on the flat roof and there
are three remaining in Fiscal Year 2020. The maintenance staff winterized all
outdoor facilities. Blind Boone park was removed as a reservable location due to
vandalism. The committee also discussed the pool and gym lights. The digital sign
by the Community Center is working again.
No further actions were made.
d) Recreation Committee Report – Master Plan Implementation
Cindy Holmberg reported the committee met and discussed the tickets for Group
Exercise Classes and the Shippy League. They discussed returning to the Shippy
League and offering competitive baseball. If teams went to Sedalia, Parks and
Recreation could offer fields for rent. The committee discussed weather issues,
tournament options, and indoor soccer.
Jonathan Thurston asked how indoor soccer will be held. Danielle Fesler stated
indoor soccer is a separate league and smaller games will be held in the gym

e) Administration Committee Report
Jonathan Thurston reported the committee met to discuss partnerships with other
sports and Danielle Fesler will reach out to other organizations. The committee
discussed the outdoor pool start times based on the Warrensburg R-VI School
District start date. Danielle stated staff are waiting to decide until January to see
what the weather is like and what action the school takes. Jonathan Thurston stated
the committee discussed the minimum wage increase and the plan for inflation.
The committee also discussed sales tax for 2020, cost, and time frame. They
discussed the ordinance for sales of items on parks property (Sec. 15-6.) The
committee also discussed the Nassif Aquatic Center 2019 season and the
reevaluation of the pool management company.
No further action was made.
7) New Business
a) Fitness Check-in Policy
Danielle Fesler gave the floor to Teresa Romanowicz. Teresa stated the ticket for
Group Exercise Classes is a way to track numbers and when max attendance is
reached. The numbers provide information on trends and how well classes are
doing. She stated problems with the tickets were members will pick up tickets for
their friends or spouse and staff do not know if that person checked in. Teresa
reported a new member spoke with her and that member was told by another to not
bother with Aqua Zumba class because the tickets will all be gone before they
arrive. Teresa stated that tickets were being lost or not turned in to the instructor.
Erica Collins asked if the guests check in the other person. Teresa stated they do
not, and people come in at 7:00 am for a 9:00 am class. Teresa stated that guests
drive from far away and cannot attend class since it is already maxed out. She
stated there needs to be a policy in place. Jonathan Thurston stated check-ins need
to be monitored due to liability and safety. Teresa stated that staff tell all guests to
check in at the front desk. Jonathan recommended staff to consider check point
areas and key fobs for checking in.
Erica Collins requested Teresa to share the proposed policy. Teresa proposed the
Group Exercise Ticket Policy (page 11 in the Park Board Packet.) Tickets will be
available one hour prior to the class and participants may only check in
him/herself. Danielle Fesler requested an amendment to the proposed policy and to
include that tickets may not leave the building.
Barb Rhodes stated that she has on occasion accidentally walked out with a ticket.
Erica Collins recommended staff to use a shoe holder to put tickets in. Jonathan
Thurston recommended a barcode system and instructors could scan the cards.
Teresa stated a sign-up sheet takes too much time and the tickets are the easiest
system. She stated the only exception to the policy is for back to back classes.
Jonathan requested how much would it cost for a scan system. Jeff Coleman stated
key fobs are about two dollars apiece; however, the system must have internet
access. Jeff Imboden stated there have been problems with the key fob system.
Danielle stated guests would have to pay for track access. Jonathan recommended
guests to pay for the key fob. Danielle stated guests will need elevator access.
Jonathan recommended staff to find ways to streamline value and challenge
everyone to be creative and manage with what is available.
Barb Rhodes recommended Teresa to educate the front desk staff and provide a
half sheet to hand out to guests. Erica Collins asked how will staff enforce the
policy. Danielle stated that the staff will have the policy in writing.
Ashley Carter moved to accept proposed Group Exercise Ticket Policy with
amendment. Barb Rhodes seconded. Group Exercise Ticket Policy approved 7-0.
8) Unfinished Business
a) Gym Lights
Jeff Coleman reported the gym lights were installed and the department saved
approximately four thousand dollars. He stated the all maintenance staff worked on
it to complete before Maintenance Days and completed in two days. They saved on
the lift rental and will also be receiving a rebate check for $5116.00 for the LED
upgrade. All lights had to be done by the first of the year in order to be included in
the rebate. Jeff presented the original sixty-pound gym light to the Board in
comparison to the new LED light. The LEDs have a ten-year warranty and two
extras were purchased. The old lights hold no value. Danielle Fesler presented
photos of the installation progress and a comparison of the lighting in the gym.

1) Director’s Report
Danielle Fesler presented the Director’s Report (page 13) and reported sales tax is up this
year compared to the last. She reported last month the National Recreation and Parks
Association (NPRA) magazine featured articles on Alex Threlkeld, Teresa Romanowicz,
and Grace Joseph. Danielle Fesler and Jeff Coleman participated in Aquatic Facility
Operator classes and received certifications. Danielle reported she is volunteering as a
Secretary for the Leadership Development Network conference. She reported the
department is starting a new texting system, TextCaster. Staff took a new team picture
with Alex and new headshots for the upcoming Activity Guide.
Jeff Coleman reported maintenance has been busy with winterizing, which is normally
done the first week of November. Sporting events will have to use the port-o-potties.
Staff cleaned up the Maintenance Building. Jessica Shackelford had her baby on Friday,
October 25 and is out on maternity leave. Staff are preparing for Maintenance days.
Jeff Imboden informed the Board the current software staff use does support barcodes
and has the programming to automatically open doors. He stated other places uses gates
and in elevators. He requested the Board to stop in tomorrow to see staff are dressed for
Halloween.
Grace Joseph requested the Board to visit the Functional Fitness Room to see the new
quote painted on the wall. She reported more will be added. She reported gaming
consoles were purchased for e-gaming tournaments. She and Alex will attend a mini-
conference on e-gaming through NPRA.
Robert Burrows reported the grass at Cave Hollow Park was redone on Field 1 for the
High School before the weather got cold. All vehicles were washed and cleaned out.
Josh Block reported soccer is finishing on Saturday, November 2, and flag football ends
on Tuesday, November 5. He reported Little Kickers and Super Kickers wrapped up. He
reported basketball registrations closed on Sunday. The program will include teams from
Whiteman Air Force Base and Knob Noster. Practices will be in mid-November. Barb
Rhodes requested for an end of season survey. Josh stated there is a plan and would like
the feedback. Barb requested the kids to be included. Erica Collins suggested asking
those eight and older. Jonathan Thurston recommended sending out a survey through
text.
Alex Threlkeld reported the movie in the park brought about forty people and they
received one hundred seven canned donations. She reported about two hundred fifty
people participated in the Haunted Hollow Trail. Jason Duffey stated he went on the trail
twice and had a blast. Erica Collins stated there was a lot of conversation on the Burg
page. Grace stated the event was for those twelve and older. Alex reported group swim
lessons were wrapping up.
Teresa Romanowicz reported a new class, Lunch Blast, was added and is from 12:00 pm
to 12:50 pm. She reported Homeschool PE was doing well. She requested everyone to
look at the quote upstairs, which states, “Clear your mind you can’t.” She stated four
more quotes will be added. Danielle Fesler provided flyers for the sale of the old spin
bikes and chairs to the Board. Teresa stated the bikes have no numbers.
Syerra Burnor reported there has been an increase in new members to the Community
Center. She reported to new Shift Leaders, Seth Collins and Michelle Shannon, were
added to the team and are currently in training. She reported Childcare has been busy,
especially in the mornings. She reported the annual arts and crafts show is happening the
coming weekend, November 2.

3) Park Board Members Comments
Ashely Carter thanked the staff and commented it is amazing what they can do with what
they have.
Cindy Holmberg agreed with Ashley and stated the work is awesome.
Jason Duffey agreed and stated he wanted to spend more time on the Haunted Hollow
Trail.
Hank Hamann commented this is his first time present to a Park Board meeting. He stated
he sees some familiar faces. He commented it has been fun and interested and there is
more to go.
Jonathan Thurston thanked the staff and commented to continue improving. He stated the
little things that are being done now will show. He stated to keep improving programs
and managing the desk. He stated the behind the scenes adds up to the bigger goals.
Barb Rhodes commented she appreciated the reports and there is so much going on
behind the scenes. She stated that not everyone hears the difficult things that happen, and
staff are handling them with grace and professionalism.
Marcy Bryant agreed.
Erica Collins commented she appreciates the staff and agrees with Barb’s comments. She
stated she is amazed with how staff maximize what they have to work with. She stated
winter is coming and she is looking forward to what they do.
4) Adjournment
Barb Rhodes moved to close the meeting. The meeting adjourned by roll call vote at 8:09
pm.
