B25-0071, THE “CHILDREN’S NATIONAL HOSPITAL RESEARCH AND INNOVATION
CAMPUS EQUITABLE TAX RELIEF AMENDMENT ACT OF 2023”

On Monday, May 15, 2023, Councilmember Kenyan R. McDuffie, Chairperson of the Committee
on Business and Economic Development, will hold a public hearing to consider the following
measure:
Bill 25-0071, the “Children’s National Hospital Research and Innovation Campus
Equitable Tax Relief Amendment Act of 2023”
This notice has been revised to reflect a change in the time and date of the hearing, which
had been originally scheduled for Tuesday, April 25, 2023.
Bill 25-0071, the “Children’s National Hospital Research and Innovation Campus Equitable Tax
Relief Amendment Act of 2023” would establish that the CBE requirements associated with Lots
824 and 826 in Square 2950 apply to the gross project spend goal for the full Children’s National
Research and Innovation Campus redevelopment project. It would also require the health care
provider to pay the District the sum proportionate to the difference between the project goal and
its actual CBE expenditure during the timeframe of the project if it fails to meet its CBE spend
goal.
The Committee invites the public to testify remotely or to submit written testimony. Anyone
wishing to testify must register by email to BusinessEconomicDevelopment@dccouncil.gov by
5:00 p.m. Friday, May 12, 2023.
Witnesses are encouraged to submit their written testimony in writing in advance of the roundtable
to BusinessEconomicDevelopment@dccouncil.gov. To be included in the record, please indicate

that you are submitting testimony for this hearing in the subject line of the e-mail. The record for
this hearing will close at 12:00 noon Monday, May 22, 2023.
Public witnesses will participate remotely and will receive a confirmation email after registering
as outlined above. All public witnesses will be allowed a maximum of three minutes to testify. At
the discretion of the Chair, the length of time provided for oral testimony may be reduced or
extended.
For accommodation requests, including spoken language or sign language interpretation,
please BusinessEconomicDevelopment@dccouncil.gov of the need as soon as possible, but no
later than five (5) business days before the proceeding. The Council will make every effort to fulfill
timely requests. However, requests received less than five (5) business days prior to the
hearing may not be fulfilled and alternatives may be offered.
