On Thursday, June 8, 2023, Councilmember Kenyan R. McDuffie, Chairperson of the Committee
on Business and Economic Development, will hold a public hearing to consider the following
measures:
Bill 25-0136, the “Golden Triangle Business Improvement District Amendment
Act of 2023”
Bill 25-0149, the “Friendship Heights Business Improvement District Amendment
Act of 2023”
Bill 25-0056, the “Dram Shop Clarification Amendment Act of 2023”
Bill 25-0280, the “Workers and Restaurants are Priorities Act of 2023”
This notice has been revised to reflect a change in the time and date of the hearing, which
had been originally scheduled for Friday, May 26, 2023.
Bill 25-0136, the “Golden Triangle Business Improvement District Amendment Act of 2023”
would revise the tax rates of assessments for property owners in and to revise the residential tax
rates for residential members of the Golden Triangle Business Improvement District.

Bill 25-0149, the “Friendship Heights Business Improvement District Amendment Act of 2023”
would authorize the establishment and administration of the Friendship Heights Business
Improvement District.
Bill 25-0056, the “Dram Shop Clarification Amendment Act of 2023” would define the term
“intoxicated”, to clarify that licensed establishments can only be held liable for consequent injury
and damages if they knowingly serve, sell, or deliver alcohol to a person under 21 years of age or
a person that is obviously or noticeably exhibiting signs of intoxication, limit civil action to third
parties, and cap monetary damages in civil actions.
Bill 25-0280, the “Workers and Restaurants are Priorities Act of 2023” sets minimum standards
for third-party delivery platforms, exempts sales tax on service charges, modifies the way rents for
restaurants are calculated, accelerates the timeline for I-82 implementation, creates a public
awareness campaign regarding I-82 implementation, establishes safeguards for food delivery
workers, and mandates a study on delivery worker conditions.
The Committee invites the public to testify remotely or to submit written testimony. Anyone
wishing to testify must register by email to BusinessEconomicDevelopment@dccouncil.gov by
5:00 p.m. Monday, June 6, 2023.
Witnesses are encouraged to submit their written testimony in writing in advance to
BusinessEconomicDevelopment@dccouncil.gov. To be included in the record, please indicate
that you are submitting testimony for this hearing in the subject line of the e-mail. The record for
this hearing will close at 12:00 noon, Wednesday, June 15, 2023.
Public witnesses will participate remotely and will receive a confirmation email after registering
as outlined above. All public witnesses will be allowed a maximum of three minutes to testify. At
the discretion of the Chair, the length of time provided for oral testimony may be reduced or
extended.
For accommodation requests, including spoken language or sign language interpretation,
please BusinessEconomicDevelopment@dccouncil.gov of the need as soon as possible, but no
later than five (5) business days before the proceeding. The Council will make every effort to fulfill
timely requests. However, requests received less than five (5) business days prior to the
hearing may not be fulfilled and alternatives may be offered.
